To ask the Scottish Executive how many people aged under 16 found in possession of a knife had either a previous conviction or had been cautioned by police for carrying an offensive weapon in each year since 1999, also expressed as a percentage of the number of people under 16 found in possession of a knife.
Answer
The recorded crimestatistics available centrally do not include any information on thecircumstances of crimes, such as the type of offensive weapon or the age of theoffender.

To ask the Scottish Executive how many people under 16 have had a known alcohol problem, broken down by (a) age range and (b) NHS board area, in each year since 1999.
Answer
Information on the number ofpeople up to the age of 16 discharged from general acute Scottish hospitalsfrom 1999-2000 to 2004-05 with alcohol-related conditions, including childrenwith foetal alcohol syndrome, family history of alcohol abuse or who have beenaccidentally poisoned by or exposed to any form of alcohol, is available throughthe Scottish Parliament Information Centre (Bib. number 39808).
In addition, there were two,three and four children under the age of 16 with alcohol-related diagnoses,discharged from psychiatric hospitals in Scotland in 1999-2000, 2000-01 and2001-02 respectively.

To ask the Scottish Executive what additional checks Scottish police forces are undertaking to prevent child trafficking through and from Scotland.
Answer
The UK multi-agencytaskforce known as “Reflex” which seeks to disrupt and dismantle organised crimegroups involved in trafficking, is raising awareness and developing enhanced intelligenceand operational capacity within the Scottish Police Service to tackle this issue.

To ask the Scottish Executive how many people aged between 8 and 16 had (a) DNA and (b) fingerprint samples centrally recorded and stored for non-health related reasons in each year since 1999.
Answer
It is not possible toextract this information from either the fingerprint or DNA databases.
The police have powers underthe Criminal Procedure (Scotland) Act 1995 to take fingerprints and DNA samplesfrom people arrested or detained for a recordable offence, including youngpeople between the ages of eight and 16. For people between these ages samplesare only retained if they are convicted by a court. As the whole record isdeleted it is not possible to indicate how many samples were retained and forhow long.

To ask the Scottish Executive what programmes highlighting the dangers of carrying knives are ongoing in schools.

The Scottish Executive’spublication
Safe & Well, which covers child protection in education,and was sent to all authorities, recommends that schools should consider, aspart of personal safety education, how pupils can be encouraged to develop safeand responsible attitudes to carrying weapons, and to report those carrying weapons.
In addition, as part of theSafer Scotland Anti-Violence Campaign running for a year from 1 April 2006, theViolence Reduction Unit are delivering targeted education on knife crimeprevention.
