To ask the Scottish Executive, further to the answer to question S1W-12336 by Nicol Stephen on 22 January 2001, which local authorities, schools and organisations have applied for assistance under the Alternatives to Exclusion Grant Scheme and which applications have been granted, specifying the amount awarded in each case.
Answer
The funding available through the Excellence Fund Alternatives to Exclusion programme is allocated to local authorities on a formula basis. It is for each authority to determine how best to use its allocation in line with its implementation plan for the area. The allocations over the three-year period from 1 April 1999 to 31 March 2002 are shown in the table:

To ask the Scottish Executive how much it estimates it will have spent on employing Tactica Solutions from July 1999 until May 2003.
Answer
The current contact with Tactica Solutions expires in August 2001 with options to extend for one year plus one further year. At this point, no decision has been made as to whether to exercise the first year option and it is not possible to estimate expenditure with Tactica Solutions until May 2003.

Answer
The Minister for Enterprise and Lifelong Learning has the overall responsibility for post office matters within the Scottish Executive but I am the lead Minister on day-to-day issues and in attending relevant meetings at UK level.

To ask the Scottish Executive whether it will be participating in the planned review by Her Majesty's Government of the rural post office network due to report in autumn 2001.
Answer
The Postal Services Commission will advise the UK Government on the best way to channel financial assistance to rural post offices. It is due to report by autumn 2001. The Scottish Executive will be participating in the consultation process planned by the Commission.

To ask the Scottish Executive how it is monitoring the mental health frameworks in place in each health board area and the extent to which managers have regard to the framework in their area.
Answer
The Framework for Mental Health Services in Scotland sets a template by which the visiting Mental Health and Well Being Support Group assess and advise both locally and to the Scottish Executive on local agency progress. Senior managers of the health boards, NHS Trusts and the local authorities are involved in this process. The outcome reports of the visiting group are available in the Parliament's Reference Centre and on the web at
www.show.scot.nhs.uk/mhwbsg. Mental health services will also be included in the new comprehensive performance management framework for NHSScotland as announced in

The outcome reports from the visits of the Mental Health and Well Being Support Group have been placed in the Parliament's Reference Centre. Answer
The contract between Tactica Solutions and the Scottish Executive requires Tactica to provide a complete service. It is the responsibility of Tactica to determine the role of its sub-contractors to meet the variations in both the nature and volume of demands placed by the Scottish Executive. Accordingly, the information requested is not held by the Scottish Executive.

To ask the Scottish Executive whether Tactica Solutions changes the content of any documents given to them for design and production on its behalf.
Answer
Tactica Solutions is responsible for managing the design and production of documents but not their textual content which is determined and approved in both draft and published format by the Scottish Executive.
