To ask the Scottish Executive how it selects members of the steering group to develop the Scottish Sustainable Development Strategy and who the group's members are.

The Executive has established an advisory group to assist in preparing a new Scottish strategy for sustainable development. Membership of the group consists of representatives from each Executive department (nominated by their departmental head) and the external members of the Cabinet sub-committee on Sustainable Scotland, the two Scottish members of the Sustainable Development Commission and the Chair of the Scottish Sustainable Development Forum Steering Group.

To ask the Scottish Executive whether it will publish the report to the Cabinet Sub-Committee on Sustainable Development on progress being made towards meeting waste indicator targets.

No. Papers for meetings of the Scottish Cabinet and its Sub-Committees are exempt from disclosure under section 29 (1) (a) and 30(a) and 30(b) of the Freedom of Information (Scotland) Act 2002. However, information about progress towards meeting the waste indicator targets was provided in the answer to question S2W-13038, on 17 January 2005. To ask the Scottish Executive what the timescale is, and terms of reference are, for its assessment of the impact of the proposed wind farm on the Lewis Special Protected Area (SPA).

The consultation for this ElectricityAct application, submitted in November 2004 is still underway and the final response is not expected until the end of June. At this stage it is not possible to say whena decision will be made, but the time to determination in respect of previous largewind farm applications suggests that it is unlikely that a decision will be madein the course of 2005.

As the determining authority,ministers will undertake an “appropriate assessment” of the impact of this developmenton the Lewis Peatlands SPA in parallel with their consideration of the ElectricityAct application and in accordance with guidance provided by the European Commission.

To ask the Scottish Executive what part the Minister for Enterprise and Lifelong Learning will play in ensuring that Scottish Enterprise delivers environmentally-sustainable development.

The Executive provides strategicguidance to Scottish Enterprise through A Smart, Successful Scotland (SSS). The refreshed strategyplaces sustainability at the heart of enterprise and competitiveness, and makesit clear that the Enterprise Networks must take account of the need for sustainabledevelopment in all their activities.

The refreshed SSS makes an explicitlink to the developing green jobs strategy. Our green jobs strategy takes sustainabledevelopment as its starting point. It will look at the business opportunities thatthis commitment to sustainability creates. It will also set out how we will encourageresource efficiency in business to the benefit of both the environment and productivity.
