To ask the Scottish Executive what steps it will take to ensure that the viability of Scottish companies that have invested heavily in recycling facilities in anticipation of the introduction of the Waste Electrical and Electronic Equipment Directive is not compromised, in light of the delay in implementation of the directive announced by the Department of Trade and Industry.
Answer
The Scottish Executive shall continue to work with the Department of Trade and Industry on an effective implementation of the producer responsibility elements of the Waste Electrical and Electronic Equipment (WEEE) Directive and to secure interim funding to local authorities for the treatment of hazardous WEEE at these recycling facilities.

To ask the Scottish Executive what assessment it has carried out of the average payback periods for each of the technologies supported by the Scottish Community and Householder Renewables Initiative.
Answer
No formal assessment has beencarried out by the Scottish Executive on payback periods broken down by individualtechnologies. The payback period generally ranges between ten and twenty years accordingto both the technology used and the details of individual projects.

To ask the Scottish Executive what assessment it has carried out of the impact on fuel poverty of the Scottish Community and Householder Renewables Initiative.
Answer
The Scottish Community and HouseholderRenewables Initiative (SCHRI) was established in 2002 primarily to promote the developmentof new community and household renewable energy projects in Scotland, thereforeno formal assessment has been carried out on its impact on fuel poverty. However,a number of community housing projects supported by SCHRI will have had an impacton fuel poverty.
The Executive is committed tomeeting its target to eradicate fuel poverty as far as reasonably practicable by2016, and has invested over £200 million in the central heating programme and theWarm Deal. Through these initiatives we have put central heating systems into morethan 60,000 homes and insulated over 218,000 and early indications are thatnine out of 10 people participating in these programmes are being lifted out offuel poverty.

Prior to Comhairle nan EileanSiar submitting its consultation response the Executive recorded nine responses of support and 4,228 objections to theLewis Windpower proposal.

Answer
All representations received prior to Western Isles Council submitting their consultation response (30 June 2005), will be considered by Scottish ministers as part of the consent determination. Those representations received after that date cannot be considered within the consenting process, but will nevertheless be treated as a material consideration.
