To ask the Scottish Executive how much of the additional resources for drug rehabilitation announced by the Minister for Finance and Local Government on 28 June 2001 will be used for rapid detoxification programmes.
Answer
£3.1 million of the additional resources, announced on 28 June 2001, is being made available to health boards for drug treatment services. It is for them, and the local Drug Action Teams, to determine how that funding will be used, taking into account local and national priorities and targets.

To ask the Scottish Executive whether the Thin Prep Pap test has been proven to be both cost and clinically effective.
Answer
In June 2000 the National Institute of Clinical Excellence (NICE) indicated that, while Liquid Based Cytology (Thin Prep Pap test) was effective, further evidence was required on the feasibility and cost-effectiveness of the technique and that a programme of pilots should evaluate this. Further information will be available once the pilot studies in England and Scotland have been completed and have been evaluated further by NICE. This is likely to be in 2002-03.

83,487 people were waiting for hospital in-patient or day case treatment on 30 June 2001 - over 3,000 fewer than on the same date last year.

To ask the Scottish Executive what plans it has to ensure that clear protocols and guidance on the dispensing of methadone are established.
Answer
Best practice governing substitute prescription of opiates, including guidance on dispensing, is set out in Drug Misuse and Dependence - Guidelines on Clinical Management (1999). There are no plans to review these guidelines. Decisions about the use of methadone as a treatment model are taken by clinicians on a case by case basis.

To ask the Scottish Executive what plans it has to establish additional drug detoxification facilities.
Answer
It is for Drug Action Teams, in conjunction with local authorities, health boards and other key partner agencies, to determine what additional drug treatment and rehabilitation facilities are required locally, depending on local need and circumstances.

To ask the Scottish Executive what the level of subsidy allocated to Highlands and Islands Airports Ltd was in the current financial year and whether it intends to increase this amount.

The Scottish Executive is providing funding of up to £16.2 million in the current financial year for Highlands and Islands Airports Ltd to support the airport infrastructure at its 10 airports. No additional funding has been announced.

To ask the Scottish Executive what legal advice it has received on whether Udal law takes precedence over Scottish Parliament legislation in Orkney and Shetland.
Answer
The question is ultimately a matter for the courts to determine. Although there is no specific reference to Udal law in the Scotland Act 1998, we understand that, insofar as extant Udal law in Orkney and Shetland relates to devolved matters, by virtue of that Act legislation introduced by the Scottish Parliament would take precedence over Udal law.
