To ask the Scottish Executive, further to the answer to question S1W-29654 by Cathy Jamieson on 1 October 2002, what part of the General Agreement on Trade in Services "makes clear that liberalisation shall take place, if at all, with due respect for national policy objectives, and recognises the right of WTO member governments to regulate, and to introduce new regulations, on the supply of service within their territories in order to meet national policy objectives".
Answer
In the 4th paragraph of the preamble to the GATS, the following statement is located which makes it clear that liberalisation will take place, if at all, with due respect for national policy initiatives:"Recognizing the right of members to regulate, and to introduce new regulations, on the supply of services within their territories in order to meet national policy objectives and, given asymmetries existing with respect to the degree of development of services regulations in different countries, the particular need of developing countries to exercise this right."However, the regulation of international trade is a reserved matter.

To ask the Scottish Executive, further to the answer to question S1W-29654 by Cathy Jamieson on 1 October 2002, what part of the General Agreement on Trade in Services leads it to consider that requests for liberalisation do not seek the privatisation of state-supplied public services.
Answer
It is not for the Scottish Executive to consider whether or not requests for liberalisation seek the privatisation of state-supplied public services as the regulation of international trade is a reserved matter.

To ask the Scottish Executive how many additional police officers could be employed if the #30 million for neighbourhood wardens announced in its press release SESJ055/2002 was spent on employing police officers.
Answer
£20 million, not £30 million, announced in SESJ055/2002 is to fund neighbourhood warden schemes. Neighbourhood wardens are not an alternative for the police.

To ask the Scottish Executive when the neighbourhood warden schemes announced in its press release SESJ055/2002 will become operational.
Answer
Funding will be available from April 2004. The rate of implementation will depend on the planning, consultation and operational processes of local authorities and their community planning partners.

To ask the Scottish Executive when it expects to meet target 3 of the social justice section of its 2003-06 spending proposals.
Answer
The basket of indicators for measuring whether we are closing the opportunity gap in disadvantaged communities is intended to monitor progress over time. Each community is at a different baseline in respect of the indicators for target 3 so will achieve the target of reaching the national average at different rates.

To ask the Scottish Executive what specific measures will be introduced as part of its new approaches to neighbourhood management other than those mentioned in its press release SESJ055/2002.
Answer
In addition to the £20 million for neighbourhood wardens £10 million will also be available in 2004-06 for a range of other measures directed at tackling problems resulting from anti-social behaviour. The specific measures to benefit from this funding are likely to vary from area to area and have not yet been decided in detail. They could, however, include the creation of specialised anti-social behaviour teams within local authorities, intensive support projects for anti-social families and more extensive use of mediation services.
