To ask the Scottish Government how many days have been lost due to strike action by (a) its and (b) its agencies' staff in each year since 2010.
Answer
There have been 11 days of industrial action which have been observed in Scottish Government (SG) and SG Main agencies since 2010.
A breakdown of these, along with the number of staff days attributed to industrial action in each year between 2010-15, has been extracted from our electronic HR system, as follows:

A breakdown between staff in SG Core and SG Agency has been provided so far as it is available, however 1,779 staff days of action are unattributed to core/agency, because our systems do not allow the organisation to be determined for people taking strike action in a business area which no longer exists due to organisational restructuring.
A day of strike action is a day involving more than 10 staff taking action.

To ask the Scottish Government whether local authorities should disregard the disability element of child tax credits when calculating kinship care allowance entitlement and, if so, whether it plans to amend guidance to reflect this.
Answer
The Scottish Government issued a letter to all local authorities on 5 October 2015 in relation to kinship care allowances. A local authority may deduct only actual amounts of child related benefits from the allowance it pays to the kinship carer. The Scottish Government considers that the disability element of child tax credit is additional to the standard rate of child tax credit and as such should not be deducted. The Scottish Government will be issuing guidance in relation to the Kinship Care Assistance (Scotland) Order 2016, currently laid in draft in the Scottish Parliament, which will cover kinship care allowances in relation to the Kinship Care Order. The Order is due to come into force on 1 April 2016.

To ask the Scottish Government when it will publish the findings of its National Review of Primary Care Out-of-Hours Services.
Answer
I am pleased to announce that the report will be published later this morning (30 November 2015). I’d like to thank Professor Ritchie for this comprehensive, wide ranging review. His recommendations set out a vision for a clinician-led model delivered by a multi-disciplinary team that understands its patients, that is focused on improving outcomes for patients, and that values and supports the dedication and the contribution of all of those who work in this vital service. This fits entirely with the strategy set out in our 20:20 vision for transforming primary care and developing new models and new ways of delivering urgent care in the community. The Scottish Government welcomes the recommendations in the report. We will be inviting delivery partners to provide us with their views on how we take this forward by 30 January 2015. This feedback will inform a full government response, due to be published in early 2016.
