To ask the Scottish Executive, with regard to its document It's a Criminal Waste: Stop Youth Crime Now, whether funding to local authorities has been reallocated to increase resources for criminal justice social work by #0.5 million in order to fund an extension of bail information and supervision schemes, and pilot diversion schemes, to all 16 and 17-year-olds.
Answer
Local authorities were informed last September of their provisional funding allocations for 2001-02 to allow extension from 18 pilot diversion from prosecution schemes to national coverage. The 16-17 age group was identified as one of 4 priority groups for the more targeted approach to diversion. Funding decisions in respect of the extension of bail information and supervision schemes will be announced shortly.

To ask the Scottish Executive whether it intends to undertake any research into the impact of farmers' markets and what the reason is for its position on this matter.
Answer
Interest in farmers' markets is growing and the Rural Affairs Department, together with Scottish Enterprise and the Scottish Agricultural Organisation Society, has worked closely with the industry in supporting the formation of the Scottish Association of Farmers' Markets. We will continue to work with the Association to monitor the growth of these markets, but do not consider that there is a need for specific research into their impact at the present time.

To ask the Scottish Executive whether there will be a shortage of teachers by 2004 and, if so, what action it is taking to address any such shortfall in teacher numbers.
Answer
I have recently sent a report on the supply of teachers to the Convener of the Education, Culture and Sport Committee detailing the background to the current position on the collection of information relevant to teacher supply and outlining planned improvements to current methods. Copies of this report have been made available to Committee members and it has been placed in the Parliament's Reference Centre. A response to your specific question can be found at paragraphs 28-38 and Annex A of the report.

To ask the Scottish Executive what plans it has to encourage volunteers to act as trainers to young cyclists in areas of social deprivation.
Answer
The recruitment of volunteer trainers for young cyclists is a matter for schools and police and local authority road safety units. The Scottish Executive intends to commission, early next year, a survey of cycle training provision in Scottish schools and the number of children trained. This will provide baseline information on cycle training in Scottish schools and will highlight areas with low levels of training provision.In addition, the Executive intends to commission, early next year, research into road safety initiatives, including cycle training initiatives, in deprived areas. Guidelines to be produced in the light of the research will advise local authorities, community councils and community groups on how to establish and run a road safety initiative. The research will contribute towards the Scottish Executive's commitment to reduce social exclusion.The Scottish Road Safety Campaign, funded by the Scottish Executive, is developing a resource for road safety officers to use when training volunteer trainers.

To ask the Scottish Executive whether Miller Civil Engineering Ltd, as a discrete personality in law, has the authority to charge tolls on the A87 in its own right.
Answer
Miller Civil Engineering Ltd does not charge tolls on the A87 in its own right nor does it have the authority to do so. As I made clear in my answer to question S1W-10325 on 5 December, the right to collect tolls has been assigned to Skye Bridge Limited while the operation of the bridge is carried out on SBL's behalf by the joint venture Miller Dywidag.

To ask the Scottish Executive how it will ensure fair public access to a percentage of the ticket allocation should the bid for the 2009 Ryder Cup be successful.
Answer
The Scottish Executive will not be responsible for staging the Ryder Cup but we would wish to see the general public have the opportunity to attend all or part of the event.

To ask the Scottish Executive how it will promote and maintain a sporting culture in schools.
Answer
Programmes such as TOPS, Active Primary Schools and School Sport Co-ordinators which are funded through sportscotland and the Lottery Sports Fund are successfully promoting sport in schools. In addition, we have now just completed consultation on proposals for the next round of New Opportunities Fund initiatives which will include a significant investment in school sport.

To ask the Scottish Executive whether the various initiatives included in the bid for the 2009 Ryder Cup will go ahead if the bid is unsuccessful.
Answer
Many of the initiatives referred to in our bid are already being implemented. Others are contingent to a greater or lesser extent on our bid being successful but the Scottish Executive and its public sector partners are strongly committed to the development of golf and golf tourism.
