No. Public liability insurance cover remained in force with Independent Insurance Group until transferred to Groupama Insurance.

To ask the Scottish Executive what plans there are to produce guidelines limiting the number of cases, particularly child protection cases, allocated to individual social workers.
Answer
The protection of children is the responsibility of a range of services including social work, education and health. The Scottish Executive is currently leading a multi-disciplinary review to promote the reduction of abuse or neglect of children, and to improve the services for children who experience abuse or neglect. The review team will report and make recommendations to improve professional working and the regulatory framework in which professionals operate. It is premature to judge whether the recommendations are likely to include the production of guidelines on the allocation of cases to social workers.

To ask the Scottish Executive when a decision will be made on funding for theatres and what the reasons are for the time taken to reach a decision.
Answer
The Scottish Arts Council's submission on Scottish theatre seeks significant additional funding. It also raises a number of detailed issues relating to the theatre sector which we are examining with care. That consideration is proceeding and we hope to make a statement soon.

To ask the Scottish Executive what progress has been made towards finalising the proposed mergers of the Aberdeen and Dundee campuses of Northern College of Education with, respectively, the Universities of Aberdeen and Dundee.
Answer
I wrote to the three institutions on 21 June, conveying my agreement to the merger, and a news release announcing my decision was issued on 22 June. The next step will be to put the necessary Scottish Statutory Instrument in place to implement the merger. I would not expect implementation to take place before October.

To ask the Scottish Executive, further to the answer to question S1W-8217 by Sarah Boyack on 6 July 2000, where in Parts 3 and 4 of the National Audit Office report on the Skye Bridge is the percentage of the #23.64 million used to fund the Skye Bridge which was public money identified.
Answer
As the National Audit Report makes clear, the figure of £23.64 million was calculated in 1991 as the maximum toll revenue which Skye Bridge Limited may collect in order to recover their costs of constructing and operating the bridge, after taking account of taxes to be paid by Skye Bridge Limited and the department's forecast contribution to the cost of the approach roads. It follows that the percentage requested is zero.

To ask the Scottish Executive on what roads in mainland Scotland users are (a) required to pay tolls and (b) required to pay tolls where no alternative route by road exists.
Answer
In Scotland, tolls are charged at the Erskine, Forth, Tay and Skye Bridges. Alternative road routes exist in the first three cases.
