To ask the Scottish Executive, further to the answer to question S1W-16679 by Allan Wilson on 24 August 2001, when the criteria outlined in the Coaching Certificate were (a) laid down and (b) last reviewed and whether the criteria remain appropriate.
Answer
The criteria outlined in the Coaching Certificate were laid down on 12 February 2000 when Amateur Boxing Scotland Ltd (ABS Ltd) replaced the former Scottish Amateur Boxing Association and the Scottish Amateur Boxing Federation. The criteria are kept under review and updated as required. They will be reviewed by ABS Ltd's newly appointed National Coach for the Commonwealth Games and the Director of Development.

To ask the Scottish Executive, further to the answer to question S1W-16679 by Allan Wilson on 24 August 2001, what level of qualification and expertise is required of those setting and monitoring the requirements of the Coaching Certificate.
Answer
Those involved in setting and monitoring the requirements of the Coaching Certificate must be working towards the Boxing Advanced Certificate or equivalent. In addition they must have worked with junior or senior boxers and have good management, written and oral skills.

To ask the Scottish Executive what representations it has made or plans to make to sportscotland and the Scottish Sports Association to ensure that all sports have equal rules regarding nationality in order to represent Scotland.
Answer
The eligibility issue cannot be dealt with by either sportscotland or the Scottish Sports Association as the jurisdiction in all cases is with separate international federations whose members are individual national governing bodies of sport. However, sportscotland is kept informed and the advice has been helpful in resolving cases where athletes have multiple nationality options.

To ask the Scottish Executive what representations it has made or plans to make to sportscotland and the Scottish Sports Association regarding the reports that Scottish athletes may be denied the opportunity to represent Scotland in the 2002 Commonwealth Games because they no longer live or train in Scotland despite their registered nationality being Scottish, and the fact that they have previously represented Scotland and have met the appropriate national qualifying standard for their sport.
Answer
None. The selection of the Scottish team is a matter for the Commonwealth Games Council for Scotland. In choosing team members, they satisfy themselves that each athlete meets the set eligibility criteria.

To ask the Scottish Executive what additional safety measures have been introduced through the British Boxing Board of Control following the Paul Ingles fight and how information on these measures will be disseminated.
Answer
The British Boxing Board of Control has jurisdiction over professional boxing in Great Britain. As for amateur boxing, medical standards are set by the Amateur International Boxing Association and these standards are adopted by the European body and subsequently by Amateur Boxing Scotland Ltd.

Every show held must send the result sheets (SME4 and SME4a) to the registrar who collates the information received and checks that medical advice is adhered to.

To ask the Scottish Executive, further to the answer to question S1W-16467 by Malcolm Chisholm on 1 August 2001, what criteria, including criteria relating to the health risks to children from oral contraception and from being excluded from this initiative, an NHS Trust will apply in deciding whether to issue a direction where an education authority and parents agree with the proposal from the health board to authorise school nurses to dispense emergency contraception on school premises; whether these criteria will be made known to the relevant organisations and individuals involved prior to consultation, and what influence any views expressed will have on a health board's decision on whether to issue a direction.
Answer
The Executive's general guidance on the making of Patient Group Directions does not set criteria for Directions on particular subjects. An NHS board would be expected to take into consideration all relevant factors, including the range of views expressed in any consultation and any specific guidance on a particular subject. The Executive is not aware of any board intending to make a Direction in respect of school nurses and emergency contraception. The Executive is currently considering the content of specific guidance for use in any such case.

To ask the Scottish Executive what plans it has to draw up a "Domesday Book", similar to the one recently announced by the Secretary of State for Culture, Media and Sport, to list all sporting facilities in Scotland.
Answer
sportscotland are planning a major audit of indoor and outdoor sports facilities. This information together with that gathered from the recently published swimming pool refurbishment study will give us an overall picture of the condition of sports facilities in Scotland and, as with the planned Domesday Book in England, will assist with future planning.

To ask the Scottish Executive how much of the #3 million announced by the Minister for Finance and Local Government on 28 June 2001 for sport and culture will be spent on funding the bids for the 2009 Ryder Cup and the 2008 European Football Championships, how much has been spent to date and what the breakdown of this expenditure is.
Answer
Approximately £100,000 has been spent from this allocation on bidding for the Ryder Cup.
We are in discussion with the Scottish Football Association (SFA) about the costs associated with the preparation a bid for Euro 2008. We have identified a provisional budget of £500,000 for work in this financial year from the Major Events budget the detailed allocation of which will be agreed with the SFA. Any funding in future years would be dependent on whether Scotland bids to host the Euro 2008 finals.

To ask the Scottish Executive what measures are in place or will be implemented to ensure that local authority roads are adequately maintained to provide a reliable and safe platform for all transportation modes including enhanced public transport service provision.
Answer
In the 2000 Spending Review I allocated £70 million extra for local authorities to enable them to invest in repair and maintenance of roads and bridges.
It is a matter for each council as the local roads authority to take the appropriate action for its area.
