To ask the Scottish Government whether it will halt the proposed closure of trauma and orthopaedic services at Monklands Hospital prior to the planned implementation date of 31 October 2016 to allow full consutlation on the changes with the public and staff.
Answer
At its board meeting on 14 July 2016, NHS Lanarkshire agreed interim plans to concentrate orthopaedic elective and trauma surgery at Hairmyres and Wishaw hospitals, as part of a phased approach to improve patient safety and the quality of care. It is important to note that there are no proposals to close orthopaedic services at Monklands Hospital, outpatient appointments account for over 85% of all orthopaedic patient contacts and will be maintained at all three of the main acute sites in Lanarkshire.
NHS Lanarkshire is clear that it continues to work closely with its planning partners, such as the Scottish Ambulance Service and Health and Social Care Partnerships, to ensure that there are robust operational systems and protocols in place - as well as sufficient capacity and resources - to effectively support their interim plans; with no detriment to other clinical specialties or performance. Within this context, it is important to note that NHS Lanarkshire's interim plans will not materially impact on the provision of A&E services at any of the three main hospitals in Lanarkshire. The A&E Department at Monklands sees around 66,000 patients per year and the board are estimating that 98% of patients will be unaffected by the interim changes, and that the number of individuals who will be treated at either Hairmyres or Wishaw General as a result of the interim changes will amount to three or four patient referrals each day. The Government expects the health board to keep the actual activity information under close review.
NHS Lanarkshire has also repeatedly given assurances that it is committed to retaining three district general hospitals with full A&E departments as part of these longer term plans. I would encourage all local stakeholders to play a full part in this consultation in order to help shape the future of local services. It was this Government that saved the A&E at Monkland’s Hospital from closure and we are committed to its future.

To ask the Scottish Government, if the proposed closure of trauma and orthopaedic services at Monklands Hospital takes place, how many additional ambulances would be required for the NHS Lanarkshire area.
Answer
The number and deployment of ambulances are operational matters for the Scottish Ambulance Service, in liaison with its planning partners such as NHS boards. NHS Lanarkshire has provided assurances that they have engaged directly with the Ambulance Service as part of the planning process for their interim changes to local trauma and orthopaedic services. This work will continue as part of the implementation plan.
