To ask the Scottish Executive what guidelines there are to assist police forces in enforcing The Environmental Protection (Restriction on Use of Lead Shot) (Scotland) (No. 2) Regulations 2004.

Guidelines on these controls are set out in Protecting Waterfowl from Lead in Wetlands – A Practical Guide to the Lead Shot Regulations in Scotland published jointly by the then Scottish Executive, Scottish Natural Heritage and the British Association of Shooting and Conservation. To ask the Scottish Executive what its position is on the Food and Environment Research Agency’s recent report, Review of evidence concerning the contamination of wildlife and the environment arising from the use of lead ammunition, suggesting that there is a threat to terrestrial wildlife from the use of lead ammunition in sporting firearms.
Answer
The Food and Environment Research Agency’s recent report, Review of evidence concerning the contamination of wildlife and the environment arising from the use of lead ammunition, looks at the position in England where the ban on the use of lead shot in wildfowling is implemented in a different way. In Scotland the ban is based on a prohibition of shooting on or over wetlands with lead shot whereas controls in England are species related.

To ask the Scottish Executive whether it plans to introduce legislation to increase protection for owners of park homes.
Answer
In order to improve the rights and security of park home residents in Scotland the Scottish Government is currently working towards the introduction of secondary legislation to update the terms in written agreements between the owners of park homes and the site owners.

To ask the Scottish Executive for what reason guaranteed pension credit is not included in the qualifying criteria for free school meals.
Answer
Guaranteed pension credit is not included as a qualifying criteria for free school meals. In Scotland, our approach is to use other qualifying criteria, such as maximum child tax credit and maximum working tax credit. Over the past two years, as a result of the extended national eligibility and targeted local initiatives, 29,301 (or 28.7%) more pupils have registered to receive a nutritious free meal at school. Additionally, local authorities are encouraged to target their resources to the benefit children and families most in need using the legislative powers that exist, and this may include the provision of free food and drink in schools.

To ask the Scottish Executive how the allocation of funding to local authorities for the provision of kinship care allowances is determined.
Answer
The block grant which the Scottish Government provides to Scotland’s local authorities includes funding for kinship care. The block grant is allocated to individual local authorities using a formula based on the relative need of each local authority. This formula has been developed over a number of years in consultation with local government.
