To ask the Scottish Executive what guidelines there are to assist police forces in enforcing The Environmental Protection (Restriction on Use of Lead Shot) (Scotland) (No. 2) Regulations 2004.
Answer
Guidelines on these controls are set out in Protecting Waterfowl from Lead in Wetlands – A Practical Guide to the Lead Shot Regulations in Scotland published jointly by the then Scottish Executive, Scottish Natural Heritage and the British Association of Shooting and Conservation. To ask the Scottish Executive for what reason charities created after 1999 cannot receive a water rates exemption.
Answer
The Water Services Charges Exemption Scheme was set up as a temporary measure in 2002 to help small organisations that had received relief from water charges on 31 March 1999 make the transition to paying for them. The scheme was subsequently extended and is paid for by other water customers.
Scottish ministers have written to Scottish Water asking them to review the scheme in collaboration with key stakeholders such as the Scottish Council for Voluntary Organisations with the aim of devising a new scheme that could run from the next regulatory period in 2015.

To ask the Scottish Executive whether it plans to introduce legislation to increase protection for owners of park homes.
Answer
In order to improve the rights and security of park home residents in Scotland the Scottish Government is currently working towards the introduction of secondary legislation to update the terms in written agreements between the owners of park homes and the site owners.

To ask the Scottish Executive what its position is on the recommendation in the report, Relative Value: The experiences of kinship carers using the Scottish CAB service, that “local authorities and the Scottish Government need to recognise that the needs, including the need for financial support, of kinship carers of non looked after children are often the same as the needs of kinship carers of looked after children”.
Answer
The Scottish Government recognises that many kinship carers care for children who are not looked after but who also need additional financial and non-financial help. That is why we believe kinship carers should be supported financially by the tax and benefit system first and foremost. We are committed to securing further changes from UK Government to make this happen and have been in regular dialogue with relevant departments.
In addition, when the national Kinship Advice, Outreach and Support Service was launched in March in partnership with Children 1st, “informal kinship carers” were specifically included within its remit. The service can be contacted through Parentline on 0800 028 2233.

To ask the Scottish Executive whether it plans to regulate the provision of (a) foster and (b) kinship care allowances.
Answer
No. Local authorities are best placed to make decisions about the level of allowances – what is needed to support a particular child with a particular carer taking account of the carers’ overall financial circumstances.
