To ask the Scottish Executive why, given reports that Dumfries Young Offenders Institution may close, an assurance was recently given to me by the Chief Executive of the Scottish Prison Service that it would not be closed.

To ask the Scottish Executive whether it will make funding available to assist local authorities to undertake PPPs in order to repair and rebuild schools and, if so, whether an announcement to this effect will be made in the near future.
Answer
We continue to see Public/Private Partnerships as having an important role in the context of work on school buildings. Bids by authorities for a share of £5 million which we have made available to support the costs involved in the early stages of the development of such projects are currently being reviewed.School building PPP projects with a capital value of around £530 million will benefit from revenue support which we shall be making available over the duration of the contracts under level playing support arrangements on which decisions were announced in November 1998. We are giving consideration to the possibility of a further round of support along similar lines and will reach a decision on this as soon as practicable.

To ask the Scottish Executive, further to the answer to question S1O-2431 by Nicol Stephen on 2 November 2000, whether the working group on deferred entry to pre-school education has now reported and, if so, when its conclusions will be made available to the Parliament.
Answer
The Report of the Deferrals Working Group was published in the week commencing 4 December 2000 along with my initial response. Copies were sent to all local authorities and a wide range of childcare bodies as well as being available on request to members of the public. In addition copies were sent to Education Culture and Sport Committee members and a copy placed in the Scottish Parliament's Information Centre. The report was also posted on the Scottish Executive website.

To ask the Scottish Executive whether the current funding settlement for further education colleges includes an element for increasing salaries and wages in line with inflation and, if so, what percentage increase is assumed.
Answer
The resources for further education announced in the Spending Review 2000 contain no such specific element. Salaries and wages in further education colleges are a matter for individual Boards of Management to determine.

To ask the Scottish Executive what steps are being taken to measure the quality of drinking water.
Answer
The quality of drinking water is monitored in accordance with the Water Supply (Water Quality) (Scotland) Regulations 1990 and the findings are published each year in Drinking Water Quality in Scotland. The latest edition of this report is Drinking Water Quality in Scotland 1999, a copy of which has been lodged with the Parliament's Reference Centre.

To ask the Scottish Executive what support its Rural Affairs Department provided or plans to provide in revenue and capital support for each Scottish Agricultural and Biological Research Institute in 1998-99, 1999-2000, 2000-01 and 2001-02 and how many personnel were, are and will be employed at each institute in each of these years.
Answer
Revenue support for current expenditure at the five Scottish Agricultural and Biological Research Institutes is provided through the payment of grant-in-aid. Support for capital expenditure is provided by means of grant. The sums actually paid to the institutes in 1998-99 and 1999-2000, the allocations for 2000-01, and the provisional allocations for 2001-02 are shown in the table, together with the actual or expected total staff numbers (full-time equivalents) at each institute at 1 April in each year.
