To ask the Scottish Government whether staff employed in the Dumfries police control room who relocate to the control room in Govan will receive (a) travel and (b) accommodation expenses and, if so, for how long.
Answer
This is an operational matter for Police Scotland and the Scottish Police Authority. However, I understand that all staff will be offered the option of alternative posts, re-training or offered the option to apply for voluntary release/early retirement, there will be no compulsory redundancies. I am also aware that Police Scotland will consult and liaise with all staff affected ahead of the proposed closures.

To ask the Scottish Government what the duties of (a) Police Scotland, (b) the Scottish Police Authority and (c) the Scottish Fire and Rescue Service are regarding participating in community planning in Dumfries and Galloway.
Answer
Section 17 (2) (f) of the Police and Fire Reform (Scotland) Act 2012 places a duty on the Chief Constable to designate local commanders and ensure that adequate arrangements are in place for the policing of each local authority area.
Section 46 of the Act sets out the Chief Constable’s duty to participate in community planning, including that this duty must be delegated in each local authority areas to the local commander for that area.
Section 41J(2)(b) of the Act sets out the Scottish Fire and Rescue Service’s (SFRS) responsibility to designate a local senior officer for each local authority area to carry out the delegated functions of the SFRS including participation in community planning.

Answer
The decision to close the police control room in Dumfries is a matter for Police Scotland and the Scottish Police Authority. I am however aware that consultation and liaison with staff affected will be undertaken at each phase of the closure plan.

To ask the Scottish Government whether it prefers NHS general dental services to be provided by independent dental contractors or NHS board managed clinics.
Answer
Our preference is for NHS general dental services to be provided by independent contractors where possible.
However, it is recognised that some patients with complex treatment needs are not able to be seen by independent contractors. It is also the case that in some parts of Scotland provision of NHS general dental services by independent contractors may not always be viable. In these instances, NHS boards have been given the approval to arrange provision of NHS general dental services by the Public Dental Service.

To ask the Scottish Government what support it will give to the project, the Star of Caledonia.
Answer
Creative Scotland, Scotland’s national development body for the arts, screen and creative industries, supports quality and excellence in the arts, including public art.
Creative Scotland provided £49,000 support to this project during the development phase. Project sponsors will need to develop a full business case and secure funding ahead of consideration of a further bid to Creative Scotland.
Project sponsors have also been encouraged to continue to seek support from a wide range of sources.

To ask the Scottish Government when consultation on the 20mph speed limit trial on the A7 in Langholm is expected to conclude.
Answer
The consultation will take place over the next few months. We hope to be able to deliver a 20 mph limit by the spring or early summer. This will depend on the outcomes both of the consultation with the community and the statutory consultation taken in respect of the speed limit order required to promote any change in the speed limit.
