To ask the Scottish Executive much funding each local authority received for mental health services in each year of the 2004 spending review.
Answer
Other than the funding allocated in respect of the Mental Health Specific Grant (MHSG), local authorities were not provided with a separate budget specifically for mental health services over the period. The majority of spend on mental health services will have been drawn from the overall funds allocated to local authorities through their block grant. It is the responsibility of these agencies to work in partnership and to allocate funds from the total financial resources available to them on the basis of local needs, priorities and agreed targets.
The MHSG allocations made by the Scottish Government in 2005-06 to 2007-08, to which local authorities also add their own resources, are shown in the following table.
The record funding included within the draft Scottish Government Budget to 2010-11 will ensure continuity of approach and investment on mental health and other priorities by NHS boards, local authorities and other partners, and from April 2008, MHSG will be absorbed into the main local government settlement. The funding will continue to have an important role in continuing to provide local, community based services and support for people with a mental health problem, their carers and families.

To ask the Scottish Executive whether it will urgently review the Licensing (Fees) (Scotland) Regulations 2007 (SSI 2007/553) in relation to the licence fee payable by licensed premises that share a site with other licensed premises.
Answer
The Scottish Government has no plans to review these regulations before 1 September 2009, the date on which the Licensing (Scotland) Act 2005 comes fully into effect.

Answer
The Scottish Records Advisory Council will cease to operate when the terms of office of the remaining two members expire in September 2008. The final meeting of the Council will take place on 27 February 2008.

To ask the Scottish Executive what revenue and capital costs were incurred by the Scottish Records Advisory Council in (a) 2005-06 and (b) 2006-07.
Answer
The Scottish Records Advisory Council capital costs were £0 for 2005-2006 and 2006-2007. The revenue costs were (a) 2005-2006 £484.48 and (b) 2006-2007 £270.70.

To ask the Scottish Executive which body will be responsible for providing advice to Scottish ministers on matters relating to the keeping of public records in Scotland and on issues of importance to the archive community after the abolition of the Scottish Records Advisory Council.
Answer
The Keeper of the Records of Scotland will provide Scottish ministers with co-ordinated advice on matters relating to archives and records. Archive sector interests are also represented by the Scottish Council on Archives, the Archivists of Scottish Local Authorities Working Group and the Scottish Records Association.

To ask the Scottish Executive how much each local authority received from the Children’s Services - Womens Aid Fund in each year of the 2004 spending review.
Answer
The Children''s Services “ Womens Aid Fund was introduced in 2006 in order to develop children''s services in local women''s aid groups. The majority of funding was allocated directly to local groups but in a small number of cases was allocated via the local authority. Details of the funding to local authorities in 2006-07 are set out in the table below.

To ask the Scottish Executive who is legally responsible for clearing up litter dropped or blown on to private land.
Answer
It is the responsibility of the landowner or land management to deal with litter on their property. In some cases, the local authority may take action in relation to litter on private land. Appendix 2 of Part II of the
Code of Practice on Litter and Refuse provides guidance on the Powers to Tackle Litter and Refuse on Non-relevant and Private Land

To ask the Scottish Executive what revenue and capital costs were incurred by the Historic Environment Advisory Council for Scotland in (a) 2005-06 and (b) 2006-07.
Answer
Historic Environment Advisory Council for Scotland (HEACS''s) revenue expenditure for these years, including salary costs, was:
(a) £101,735 in 2005-06 and (b) £117,871 in 2006-07.
HEACS had no separately identifiable capital expenditure in these years. Historic Scotland provides accommodation for the secretariat.
