To ask the Scottish Government when the review of the lethal control of ravens licence that was granted to the Strathbraan Community Collaboration for Waders will be completed; what aspects of the licence will be reviewed, and whether the review will consider repealing the licence.
Answer
Scottish Natural Heritage’s Scientific Advisory Committee will review at the end of May of how the licence that was granted to the Strathbraan Community Collaboration for Waders fits with the wider work on adaptive action to save waders.
The Committee will consider the scientific evidence available on potential impacts of raven predation on wader populations in Strathbraan, and the methodologies proposed in this particular case. The Committee will also review the proposed monitoring to maximise what will be learned from this project. The Committee is not being asked to consider repealing the licence, but their advice will help inform ongoing discussions with the licence holder. The licence was granted initially for one year as part of a proposed five year project.

To ask the Scottish Government what its position is on serial planning applications.
Answer
There are provisions in the Planning Act allowing planning authorities to refuse to deal with repeat or serial applications in certain circumstances.
We will reflect further on the effectiveness of these provisions during the progress of the Planning (Scotland) Bill, and we are open to suggestions for how existing provisions can be improved.

To ask the Scottish Government what support it provides local authorities to ensure that they do not commission 15-minute personal care visits.
Answer
Everyone in Scotland who requires care is entitled to receive a high quality service that is focused on their outcomes. We are supporting local authorities and Health and Social Care Partnerships in moving away from 'time and task' care towards outcomes-based support plans.
There are some circumstances where short visits are appropriate, such as providing medication prompts, and these should be in line with delivering for people's outcomes.
In 2018-19 an additional £66 million, compared to 2017-18, is included in the local government settlement allocations to support social care.
This will take the Scottish Government’s overall package of additional direct investment in social care and integration to over £550 million in 2018-19.

To ask the Scottish Government, to avoid serial applications by developers, what provisions there are in the Planning (Scotland) Bill to ensure that communities have an equal right of appeal in planning decisions.
Answer
There are currently some restrictions to serial applications. However we do not intend to introduce significant changes to rights of appeal in the planning system.

To ask the Scottish Government how it will deliver its plan to restore 250,000 hectares of peatlands by 2032, in light of reports that, based on the current rate of restoration, this target will not be met.
Answer
The Climate Change Plan sets out the Scottish Government's intention to support 20,000 hectares of peatland restoration a year. Delivery in individual years may be influenced by external factors such as the weather impacting on the delivery of individual projects.

To ask the Scottish Government by what date the analysis of the responses to the consultation on improving the protection of wild mammals in Scotland will be published, and when it will publish its response to the findings.
Answer
We received a large number of responses to the Improving the Protection of Wild Mammals in Scotland consultation and will publish those responses for which permission was given later this month.
We plan to publish our consultation report this spring and any proposals for legislative reform before the summer recess.

To ask the Scottish Government when it expects the Scottish social security agency to take on administration and delivery of carers assistance.
Answer
We plan to deliver the Carer’s Allowance Supplement by summer 2018, and the Young Carer Grant by autumn 2019. Our priority in taking on full responsibility for all the devolved benefits is a safe and secure transition so that people continue to receive support at the right time and right amount. We will announce further implementation dates in due course.
