To ask the Scottish Executive what criteria will be used to appoint members to the independent panel established to scrutinise revised proposals for health services in Ayrshire and Arran.

I am currently consideringall the options to ensure that the Independent Scrutiny Panel is populated with– and has access to – individuals with the necessary skills, experience and leadershipto robustly scrutinise the revised proposals.

To ask the Scottish Executive whether the proposals to improve public transport provision for residents living in rural communities in south and east Ayrshire in order to access NHS services, as agreed by the Minister for Health and Community Care and the chair of NHS Ayrshire and Arran on 15 December 2006, will proceed as planned, in light of the decision to retain accident and emergency services at Ayr Hospital.
Answer
NHS Ayrshire and Arran are continuing to work with Strathclyde Partnership forTransport (SPT) and Stagecoach to extend the bus service between Ayr and Crosshouse Hospitals.
The East AyrshireCommunity Planning Partnership have begun to examine transport issues, includingaccess to health care with the intention of putting an integrated, sustainable transportsystem in place. NHS Ayrshire and Arran continue to pursueother ways to improve transport and access to health care facilities in Ayrshirewith SPT and Stagecoach.

To ask the Scottish Executive how it intends to engage with clinicians who supported the establishment of community casualty facilities throughout Ayrshire, as agreed by the Executive and NHS Ayrshire and Arran on 15 December 2006.
Answer
As I outlined in mystatement in the Chamber on 6 June 2007, I have instructedthe board of NHS Ayrshire and Arran to review their original plans and to producerevised proposals that will enable accident and emergency services to continue atboth sites in Ayrshire. I am clear that, as far as possible within the resourcesavailable to the board, I want them to retain their primary care and community developmentprogrammes.
I recognise that thereare many issues to address, for example relating to clinical workload and staffing.I want these challenges to be faced up to in a way that puts patients first andis innovative.
It is now a matterfor the board to determine how best to deliver these services and to produce proposals.I would expect the board to ensure that any proposals were fully informed by localclinical opinion. The Independent Scrutiny Panel, which will then fully considerthe board’s proposals, will have access to expert clinical advice. I will carefullyconsider all the available information before coming to a final decision.

To ask the Scottish Executive what meetings the Cabinet Secretary for Finance and Sustainable Growth has held with Communities Scotland to discuss the future funding of credit unions.

Credit unions fallwithin the remit of the Minister for Communities and Sport. The minister has receivedbriefing from officials in the Scottish Executive on the support provided to creditunions by Communities Scotland and others. We are committed to continuing supportfor the credit union movement.
