To ask the Scottish Government what it has done to further embed Office 365 across the health and care system.

Office 365 is already widely embedded across health and care with over 160,000 staff enabled to use the latest Microsoft Office software. A key part of this is a single tenancy agreement for NHS Scotland that supports a once for Scotland approach. Use of Office 365 by social care staff is the responsibility of local authorities.

In relation to health and care we have established the M365 Cross-Organisation Collaboration programme which is making it easier for health and social care staff to collaborate and share information. Early benefits from this programme include increased efficiency and improved working experience. The rollout of Phase 1 functionality across Scotland is underway, following successful integrations between NHS and Local Authorities.

We have also been working closely with NHS Education for Scotland to ensure ongoing training on Office 365 is provided to health and care colleagues.

To ask the Scottish Government, in light of the commitment in its Digital Health and Care Strategy, how much it has spent on introducing new fully digital clinical and care services, treatment and support since October 2021, broken down by service.

In addition to spend set out in the answer to question S6W-14087 on 27 January 2023 in 2022-23 as part of the overall health portfolio investment, Scottish Government are investing £99.6 million in digital health and care. To ask the Scottish Government how it is improving digital health literacy.

Improving digital health literacy remains critically important. The Scottish Government recognises that meaningful use of digital, including the information accessed through digital technology, is only possible if it is well designed, easy to understand and easy to use.

The use of simple technology has become part of everyday life for many and can also be used to help better manage our health needs. For example, the Connect Me service uses a person’s own simple devices and sometimes small basic medical equipment to enable individuals to share information with health care professionals and/or automated monitoring services. In addition, the Near Me video consultation platform, as highlighted in S6W-14105 on 2 February 2023, was introduced to 10 libraries in March 2022. As part of the A Collective Force for Health & Wellbeing (scottishlibraries.org) the aim is to improve digital access to health, social care and public services. With iPads and laptops provided, local library staff are trained in use of the public Near Me website and video platform. It will establish libraries as a go-to place in communities for health and wellbeing information using digital technology, as well as supporting health literacy, digital skills and improved access.

To ask the Scottish Government how the development of a digital platform will contribute to the twin aims of citizen and staff access to relevant real-time information across the health and care system.

Scottish Government and COSLA will shortly set out a Data Strategy for Health and Social Care, which will articulate the first set of principles and deliverables needed to improve the access and use of data.

One of the core ambitions of the Data Strategy is to: empower the people of Scotland by giving individuals clear and easy access to, and the ability to manage and contribute to, their own health and social care data where it is safe and appropriate to do so. To achieve this, we will confirm data sources and data sets that are safe to be consistently shared. For individuals, data access will be enabled through the implementation of the Digital Front Door.

To support access for our professionals, the National Digital Platform, and its associated National Clinical Data Store provide the foundation for consistent access to information. The success of this has so far been demonstrated through the accessibility of vaccination information. Establishing and expanding these platforms is a critical focus to providing staff with a safe and secure way to access clinical and care data. To ask the Scottish Government, in light of the commitment in its Digital Health and Care Strategy, what it is doing to develop digital services in support of residents in care homes.

Scottish Government is doing a range of things to support residents in care homes. Delivery is ongoing, as set out in My Health, My Care, My Home - healthcare framework for adults living in care homes - gov.scot (www.gov.scot) . Key aspirations for enhancing Scotland's care homes' digital capacity to be able to fully embrace the potential for supporting people living in care homes and enabling new care management processes through the use of digital technology is specifically set out in The Connecting People Connecting Services Action Plan.

To ask the Scottish Government how much it has spent to improve the (a) security capabilities and (b) resilience of its health and social care services’ digital systems.

The Scottish Government conducts audits of Health Boards considered to be operators of essential services to obtain compliance assurance. From October 2021 – December 2022 we have spent £220,498. The Scottish Government has entered a new agreement for the delivery of audits, with up to £900,000 reserved for a third party to conduct audits over the next six years.

In addition, the Scottish Government has established the Cyber Centre of Excellence to enhance its response to security threats. For 2021-2022 the total spend was £420,000.

To ask the Scottish Government how much it has invested in (a) the Digital Health & Care Innovation Centre (DHI) (b) Innovation Centres other than DHI, (c) The Scotland 5G Centre, (d) the cyber resilience sector, (e) the Centre for Sustainable Delivery and (f) Public Health Scotland to ensure that Scotland gets maximum benefit from digital health and care.

Our commitment in the Digital Health and Care Strategy is to work with these organisations, and others, to realise the potential of digital health and care, not necessarily to provide additional investment.

However, please see the below response in respect of funding that is provided, covering the period of April 2021 to December 2022:

Scottish Government invested £1,306,888 in support of the Digital Health & Care Innovation Centre (DHI). To confirm, the aquaculture and construction innovation centres are not relevant to digital health and care investment. For Precision Medicine Scotland, there was no spend in 2021-22 and 2022-23 figures are not available due to the financial year not yet being complete. Scottish Innovation Centres is funded by the Scottish Funding Council (SFC), detail on SFC spending is available publicly on their website Funding announcements (sfc.ac.uk) . Given the various funding streams from across Scottish Government to Innovation Organisations it would not be possible to quantify those funds in support of digital health and care related work only.

Scottish Government funding to Public Health Scotland is set out in each year’s Scottish Budget which is publicly available on the Scottish Government’s website: Scottish Budget - gov.scot ( www.gov.scot ) Detail on PHS spending is set out within the organisation’s annual accounts which are publicly available on their website. Additionally, we directly provided £1,597,088 in support of various programmes of work relating to Digital Health and Care.

The Scottish Government has allocated £1,132,500 for its strategic work programme to build cyber resilience across sectors, as well as an initial spend during 2022/23 on setting up the Scottish Cyber Coordination Centre.

Since 2021-22, we have provided £2.45 million funding to the Scotland 5G Centre which has contributed to the development and implementation of digital health and care 5G use cases.

The Centre for Sustainable Delivery (CfSD) – In 2021-22 Golden Jubilee/CfSD received allocations from planned care of £5.4m - £3m in programme funding and £2.4m in staffing costs at CfSD. The 2022-23 figures are not available due to the financial year not yet being complete.

To ask the Scottish Government what it has done to enhance industry networks and clusters around digital health and care.

The Scottish Government supports, and participates in, The Life Sciences Scotland Industry Leadership Group - Life Sciences Scotland . This includes a specific sub-group focusing on Digital and Data, chaired by the Digital Health & Care Innovation Centre (the DHI). The DHI are funded by the Scottish Government and the Scottish Funding Council to act as the interface between academia, industry and our health & care services around digital health and care and run several innovation clusters on our behalf.
