The average turnaround times for a non-suspicious post mortem to take place - measured from the later of the date of instruction from COPFS or the date the deceased is admitted to the designated mortuary to the date the post mortem takes place – is detailed in the following table:

In Scotland, post mortem examinations instructed by the Crown are performed by Forensic Pathologists and NHS Consultant pathologists. Forensic pathologists perform a mixture of Forensic and non-Forensic examinations.

Aberdeen University provided a Forensic pathology service in Aberdeen in eight of the last ten years. Over those eight years, examinations were conducted by Forensic pathologists covering both Forensic and non-Forensic postmortems and it is not possible to separate the Forensic and non-Forensic pathology costs.

There has been no Forensic pathology service provider in Aberdeen in 2023-2024 and 2024-2025. COPFS-instructed non-forensic examinations in Aberdeen have been conducted by locum NHS consultant pathologists and Forensic services have been conducted by other Forensic service providers in Scotland. It is therefore possible to provide the costs of the Forensic pathology caseload in Aberdeen for 2023-2024 and 2024-2025 (forecasted figures from November 2024 to March 2025) and these are shown in the following table:

The reforms would increase public participation in development proposals at pre application stage. The transparency of the process would remain unchanged. All information relating to applications to build, operate or modify onshore electricity generating stations with capacities exceeding 50 megawatts, as well as all applications to install overhead power lines, large oil and gas pipelines, and associated infrastructure are published and searchable on our Energy Consents website, at https://energyconsents.scot/

The consultation proposes new standardised processes for both onshore and offshore developers to engage with local communities and stakeholders before applying to the Scottish Government for new energy infrastructure.

At present, the Electricity Act has no provisions that compel developers to notify or consult communities or stakeholders before an application is submitted to Scottish Ministers.

This means the public and communities could remain unaware of proposed projects until an application is submitted.

Many developers do consult communities, but the approach is variable – which undermines public confidence and makes the applications more complex.

The consultation suggests a duty to consult communities and other statutory bodies – such as the planning authority – before an application is made.

It also proposes that a “statement of community consultation” is submitted with an application. This would set out how the public will be able to submit views on the development and how those will be considered in the final application.

The consultation also proposes the submission of a final consultation report setting out the steps taken to engage the public and how those views have been considered.

Statutory consultees are key stakeholders in the consenting process.

The ‘Verity House Agreement’ and the ‘New Deal for Business’ have set out how the Scottish Government intends to work collaboratively with local authorities and others to deliver a just transition to net zero.

The reform process launched by this consultation creates an opportunity to re-set the expectations on the bodies providing essential support to the application process, taking account of their views, suggestions and their specific circumstances.

The proposed reforms include new standardised processes for developers to share information and consult with local communities and wider stakeholders on plans for new clean energy infrastructure before submitting an application.

This will help to involve communities at an earlier stage where they can most effectively influence outcomes, drive improvement in the quality of applications and speed up the determinations process, with new powers for Scottish Ministers to reject applications that do not meet requirements.

Scottish Government officials have worked closely with UK Government counterparts to demonstrate the challenges that are faced by all stakeholders in the process.

The proposals contained in the consultation are a result of the evidence gathered and set out current thinking, as we seek to gather views and evidence on the reform proposals.

The proposed reforms are about making the determination process more efficient, not less robust. Environmental assessment standards will remain unchanged. Scottish Ministers will continue to determine each proposal on a case-by-case basis, following review of the application information, consultation responses and representations made by members of the public.

It is disappointing that there had been no prior indication of this change to Inheritance Tax or engagement with the Scottish Government given that Scotland will be hit by the proposed changes brought in by the UK Government.
