We expect NatureScot’s work to progress the Scotland’s Great Trails brand to a new model will to be concluded in late 2026.

The Scottish Government recognises the cumulative impacts of economic shocks including COVID-19 and the subsequent cost-of-living crisis have worsened health inequalities, and understands the impact that debt and money worries can have on mental health and wellbeing across the population.

Improving health and reducing health inequalities across Scotland remains a clear ambition for the Scottish Government. It is progressing a range of work to support the health and wellbeing of people across Scotland, with a focus on supporting groups most at risk of poorer health, including women and those facing socio-economic disadvantage.

In recognition of the continued pressure on household budgets, the Scottish Government will maintain investment of over £3 billion in 2025–26 to support policies focused on tackling poverty and alleviating the rising cost of living.

The Scottish Government’s Population Health Framework, published in June, sets out a refreshed, cross-government and cross-sector approach to improving population health and tackling health inequalities, with a strong emphasis on prevention. The Framework outlines actions across the whole system to improve socio-economic conditions through improving workforce participation, strengthening financial security and increasing local economic resilience.

Recent research findings on the impacts of Covid-19 on women’s mental and physical health adds to the body of evidence of the importance of taking account the specific health needs of women and girls.

The Scottish Government remains committed to delivering our ambition that all women and girls enjoy the best possible health, throughout their lives as set out in the Supporting documents - Women's health plan - gov.scot published in 2021.

The Women’s Health Plan is a key element within a wider, ongoing programme of work to improve the health and wellbeing of women and girls across Scotland.

Women are among those prioritised within the Communities Mental Health and Wellbeing Fund, which has received £81 million of investment since 2021 with a further £15 million committed next year (2026-27) as part of the Scottish Government’s Fairer Funding Pilot.

In addition, significant work is being taken forward across the Scottish Government and beyond on women’s health.

On 17 June 2025, the Scottish Government and COSLA co-published a ten-year Scotland's Population Health Framework - gov.scot (PHF), setting out a refreshed cross-government and cross-sector approach to improve Scotland’s population health and reduce inequalities, with a focus on prevention.

The Framework commits to actions to create environments that support people to eat a varied and balanced diet, be physically active, and limit consumption of health-harming commodities, with actions to be assessed to ensure they impact positively on women and girls.

Section 93 of the Burial and Cremation (Scotland) Act 2016 requires each Inspector to prepare and publish an annual report. The time period for each report is dependent on the appointment date of each Inspector. The current Inspector’s appointment began on 1 October 2024, and the current report is due no later than 12 months after that appointment. Once published, the report will be laid before the Scottish Parliament in accordance with the requirements of the Act.

Public Health Scotland provide quarterly updates of immunisation uptake rates for children in Scotland. The most recent release was published on 24 June 2025 and provides uptake statistics for all childhood vaccines, including: the measles, mumps and rubella (MMR) vaccine; the 6 in 1 vaccine (which protects against whooping cough, polio, tetanus, haemophilus influenzae type B and hepatitis B); and the meningitis B vaccine. Quarterly childhood immunisation rates across Scotland remain high, reflecting both the hard work and commitment of our colleagues in the NHS and the recognition of the benefits of vaccination.

However, the Scottish Government is aware that there are decreases in uptake compared with previous years, a trend which has been observed globally. We are working with Public Health Scotland and Health Boards to increase vaccination uptake, address health inequalities and support those eligible for vaccination.

Scottish Government officials continue to work closely with colleagues across the four UK nations to ensure cooperation and, where appropriate, alignment on vaccination policy, but we have received no specific information from the UK Government regarding measles deaths in England.

While Childhood immunisation rates in Scotland remain high, we are working with Public Health Scotland and the NHS to increase vaccination uptake in communities across the country. Measles is a highly infectious disease and can lead to serious and potentially life-threatening complications. The MMR vaccine is safe, and it is vital that all those eligible receive both doses of the vaccination, especially because of the current global threat of measles to international and domestic travellers.

The Scottish Government urges parents and carers to take their children to be vaccinated when invited to do so to enable them to be protected against serious disease, including measles, meningitis and pertussis.

The Housing Infrastructure Fund forms part of the overall Affordable Housing Supply Programme budget which prioritises the delivery of affordable homes. The Scottish Government is implementing the recommendations of the Housing Investment Taskforce which noted the concern, including from SMEs, about infrastructure costs where the scale or availability of finance is preventing build-out; this will include undertaking market testing to assess the demand for refreshed loan options to support infrastructure costs, including what risk/reward sharing models would be workable.

Scottish Ministers must take into account all the views presented when considering applications for onshore wind projects. The merits of each proposal are considered on a case-by-case basis. A careful balance must be struck between the potential impacts of the development and the associated environmental, economic, renewable energy and climate change benefits.

Where new development proposals come forward, our Fourth National Planning Framework (NPF4) ensures the impacts of proposals on communities and nature, including cumulative impacts, are important considerations in the decision-making process. All applications are subject to site specific assessments.

The Scottish Government does not currently have any plans to develop a standard post-diagnostic support pathway for ADHD. The National Neurodevelopmental Specification: Principles and Standards of Care for Children and Young People sets out the standards for all services to support children and young people with neurodevelopmental support needs, including ADHD. The Scottish Government is also working with the National Autism Implementation Team (NAIT) to develop national Adult Neurodevelopmental Pathways.

In addition, local authorities have duties under the Additional Support for Learning Act (Scotland) 2004 to identify, provide for and review the additional needs of their pupils. Under the Act an additional support need can arise for any reason and a diagnosis of ADHD is not required before support is put in place.

The Scottish Government is clear that support should be put in place to meet a child’s requirements when they need it. This includes community-based supports and where additional support is needed for learning. However, we recognise that in the case of ADHD, medication can be helpful, and a diagnosis is required to access this. We are working with Boards to ensure that children, young people and adults can access diagnostic services in a timely manner.

The loss of a baby, no matter at what stage of pregnancy is a traumatic event that can have a profound impact on families. The Scottish Government is committed to ensuring that women and families who have experienced a pregnancy or baby loss receive the right information, care and support tailored to their individual circumstances, this includes high quality, sensitive bereavement care and support.

For most parents who have suffered a pregnancy loss, bereavement and grief support provided by their Health Board or local third sector organisations will meet their needs and they will not require specialist mental health services.

To help ensure that this happens, we are funding the baby loss charity Sands to develop and support NHS Boards to implement the National Bereavement Care Pathway (NBCP) for pregnancy and baby loss in Scotland. Sands worked with health professionals, bereaved parents, other baby loss charities and Royal Colleges to develop the pathways, putting voices of bereaved parents at the heart of their development.

Additionally, the Delivery Framework for Miscarriage Care in Scotland was published by the Scottish Government on 6 February 2025. This highlights work we are initiating to map existing mental health services available following a pregnancy and baby loss to ensure that women can access appropriate mental health support, should they require it in addition to bereavement care. This work includes considering how counselling and psychological services (including third sector organisations) could be expanded or improved to provide appropriate support for those impacted, where they don’t require more specialised NHS support.

A small number of parents experience more complicated grief and may benefit from engagement with specialist mental health services. If a parent is identified as requiring Maternity and Neonatal Psychological Intervention (MNPI) services in Scotland after the loss of their baby, they would typically be referred by their midwife, GP or other healthcare professional.

MNPI services in Scotland can provide specialist psychological support to parents experiencing difficulties related to pregnancy or baby loss. These services are offered by multidisciplinary teams within NHS Scotland, including clinical psychologists and specialist midwives, and aim to support the emotional well-being of individuals and families during this sensitive time.
