The CYPFEI & ALEC Fund aims to support activities which build opportunities and improve outcomes for children, young people and their families.

The key components of the CYPFEI Fund are:

• Promote the GIRFEC wellbeing indicators and the implementation of the UNCRC.
• Delivery of prevention and early intervention activities.
• Improving parenting capacity and family support.

As part of the initial assessment process, applicants to the fund were asked to list up to 4 key national performance indicators that their organisation would contribute to improving. As part of the ongoing monitoring and evaluation process, all recipients of the CYPFEI and ALEC Fund are also asked to submit a 6-monthly monitoring report, outlining progress made against each of their identified outcomes.

The 5 outcomes which Scottish Youth Parliament have reported progress against are:

• Young people in Scotland influence, inform and contribute to policy making and practice.
• Young people who face inequality or barriers to participation are actively engaged in Scottish Youth Parliament.
• MSYPs have the skills, confidence, support and opportunities to carry out their role effectively.
• Young people in Scotland are aware of their rights are encouraged to participate and are seen as valuable contributors to a democratic society.
• Scottish Youth Parliament is an efficient and effective youth-led organisation, responsive to its MSYPs, young people other key stakeholders, and is robustly resourced in a sustainable way.

A public consultation exercise, Building standards (fire safety) - a consultation on external wall systems - Scottish Government - Citizen Space , is currently being undertaken which includes consideration of high risk materials in external wall systems.

Responses to the consultation will be used to inform the Building Standards (Fire Safety) Review Panel 2020-21 work and final policy that will be prepared in support of any legislative changes in relation to high risk materials in external wall systems.

The consultation closes 08 October 2021 with the next panel meeting shortly thereafter.

The Scottish Youth Parliament are provided with core funding through the Scottish Government’s Children Young People and Families Early Intervention & Adult Learning and Empowering Communities (CYPFEI & ALEC) Fund. This fund is administered by the CORRA Foundation on behalf of Scottish Ministers.

We believe that including relevant and proportionate community benefit requirements in public contracts is beneficial and encourages suppliers to deliver wider social benefits.

While there is room for innovation in the delivery of community benefits, our policy, as stated in the statutory guidance underpinning the Procurement Reform (Scotland) Act 2014, is that requirements should be robust, relevant and proportionate so that they can be judged on objective and measurable outcomes.

In our recent policy note on measuring social impact in public procurement, we encourage public bodies to engage with communities to understand local priorities so that they can achieve targeted social outcomes through their procurement.

As a response to the COVID-19 pandemic, temporary restrictions have been introduced within the Scottish Prison Service, where necessary, in line with Scottish Government guidelines and public health advice. This included the temporary suspension of Home Leave between March 2020 and May 2021.

There has been one change in the Prison Rules, in relation to Temporary Release, since 5 December 2019. The Prisoners and Young Offenders Institutions (Scotland) Amendment Rules 2020, which came into force on 7 April 2020, provided Scottish Ministers with the ability to extend the period a prisoner is on home leave for up to 14 days from the normal 7 days. It is anticipated that it could be used where prisoners advise that they or someone in their home has developed symptoms of the Coronavirus and in compliance with government advice they are required to self-isolate.

There have been some minor changes to the Directions made under the Rule 138 (Direction with respect to Temporary Release) since 5 December 2019.

The offences related to 'Finn’s law' would be reported under Section 19 (1) of the Animal Health and Welfare (Scotland) Act 2006.

No such charges relating to attacks on service animals have been reported to the Crown Office and Procurator Fiscal Service since the introduction of the Act, which received Royal Assent on 21st July 2020. Therefore there have been no convictions to date.

The Welfare and Wellbeing of Police Officers, and the allocation of resources, is a matter for the Chief Constable of Police Scotland and the Scottish Police Authority.

Officers and staff can access a range of services to care for their physical and mental health through Police Scotland's “Your Wellbeing Matters” programme. This includes the introduction of Wellbeing Champions, and has resulted in raised awareness of the services available such as occupational health and employee assistance, which offer counselling, and specific interactions through the Trauma Risk Management programme (TRiM). We continue to support policing in Scotland and despite constraints on Scotland’s public services, through a decade of UK austerity, policing services have been maintained and improved and we will protect the police resource budget in real terms for the entirety of this Parliamentary term, as we did for the last. We have invested over £10 billion in policing since the creation of Police Scotland in 2013 and have increased the policing budget by £75.5 million in 2021-22.

We have made a commitment to increase the direct investment into mental health services by at least 25% and ensure that, by the end of the parliament, 10% of our frontline NHS budget will be invested in mental health services.

We have also set our plan to prevent, mitigate and respond to the mental health impacts of the Covid-19 pandemic through our ‘Mental Health Transition and Recovery Plan’, published in October 2020, which sets out our response to the mental health effects of the Covid-19 pandemic, containing over 100 actions. The Plan is supported by a £120 million Recovery and Renewal fund, announced in February 2021. The Fund will transform services, with a renewed focus on prevention and early intervention. We expect total spend, including by NHS Scotland, on mental health in 2021-22, to be in excess of £1.2 billion.

The Scottish Government has consistently called for the furlough scheme to remain in place for as long as it is needed to support businesses as we move through recovery. Whilst the figures show those on furlough are reducing, there is still a significant number of jobs which continue to be supported by this scheme. The Scottish Government is doing all it can to protect Scotland’s economy and ensure that as many people as possible on furlough keep their jobs.

We recognise that this is an extremely difficult time for businesses of all kinds across Scotland and we are doing everything we can with the limited powers available to us to support the hospitality sector.

Following the UK’s exit from the EU on 31 December 2020, the EU State aid regime was effectively revoked from UK law from 1 January 2021 and therefore ceased to apply in Scotland and the rest of the UK.

Scottish Government continue to work under the interim Subsidy Control regime introduced by the UK Government on 1 January 2021 and provisions held within the EU-UK Trade and Cooperation Agreement. Alongside this, consideration has to be given to any further UK Subsidy Control obligations such as World Trade Organisation membership and commitments arising from international treaties and Fair Trade Agreements to which the United Kingdom is a party. However, our preference is to continue to align with EU State aid rules as a safe harbour for interventions and to help facilitate any future accession arrangements.

Scottish Government has regularly engaged with public bodies prior to the UK’s exit from the EU and from 1 January 2021 to keep them abreast of Subsidy Control requirements, issuing technical guidance and information received via colleagues in UK Government. This is an ongoing process.

Emissions from casking, distillation, fermentation, other maturation and spent grain drying are not disaggregated by spirit type, due to the very low levels involved. Collectively for all spirit manufacture in Scotland, these processes contributed approximately 3% of NMVOC emissions in 2018, the most recent year for which figures are available.

Overall NMVOC emissions in Scotland have declined by approximately 65% since 1990.

Approximately 45% of NMVOC emissions in Scotland were due to emissions from Scotch whisky maturation in 2018.
