There were no crimes of female genital mutilation recorded by Police Scotland in 2020-21.

The Scottish Government meets with COSLA and local authorities on a regular basis to cover a range of issues, including current and future budget pressures. Negotiations on the annual local government finance settlement are conducted between the Scottish Government and COSLA, on behalf of all 32 local authorities.

The Scottish Government has provided £45M to all 32 of Scotland’s Local Authorities and continues to offer support to enable the further increase in the number of electric vehicle chargers.

Investment in public charging infrastructure has enabled the development of the ChargePlace Scotland network (CPS), now one of the largest in the UK. Investment has also included schemes to support installation of business and domestic electric vehicle chargepoints, and associated infrastructure to support the decarbonisation of light and heavy vehicles in the public sector, and the decarbonisation of buses used for public transport.

Table 1 shows the investment within the last five financial years that each local authority has received to deliver public electric vehicle charging infrastructure, including a cumulative total. The majority of funding has been awarded through our Local Authority Install Programme, with a number of local authorities also being supported through challenge fund awards, including those under the Switched on Towns and Cities and Low Carbon Travel and Transport programmes.

There has been no discussion between the UK and Scottish Governments over the introduction of a digital sales tax in Scotland. The Scottish Government is closely monitoring the UK Government’s planned forthcoming consultation on the arguments for and against an online sales tax, as announced in its final report to their fundamental review of business rates published alongside the UK Budget on 27 October.

Scottish Government officials have a weekly call with NHS Tayside’s Cancer Team to track all patients on an urgent suspicion of cancer (USC) pathway and update on service delivery, including workforce.

In March 2021, after a request for national support, Scottish Government representatives met with NHS Tayside Chief Executive and senior medical staff and other health boards to provide support to ensure the continuation of its breast oncology services following the departure of one consultant.

We are continuing to work with NHS Tayside to ensure the long term continuation of service for women in the NHS Tayside area. A new consultant has been appointed who took up post in mid-July and there is ongoing recruitment for a further post. Ongoing clinical support will continue to be provided by NHS Grampian.

The following table shows, in relation to deaths in prison where the deceased was aged 25 or younger, the average and longest time taken to conclude an FAI in each of the last five years. Days are calculated from the date of death to the date evidence at the FAI was concluded.

There is a range of projections as to how far heat pump costs can be brought down, set out in various recent publications by BEIS and the Climate Change Committee.

The Scottish Government is committed to working with the supply chain to maximise cost reductions, and to leverage economic opportunities for Scottish businesses and communities. We have committed to invest at least £1.8 billion over the course of this parliament to kick-start market growth, and will work with industry to co-produce a new ‘Heat in Buildings Supply Chain Delivery Plan’ by Summer 2022. In addition we have been working with the heat pump industry to explore the potential for Heat Pump Sector Deal for Scotland, and will respond to the forthcoming recommendations of an advisory group at the earliest opportunity.

Reported incidents of spiking are likely to be recorded by the police as either (i) crimes of administering a substance for sexual purposes under section 11 of the Sexual Offences (Scotland) Act 2009, or (ii) drugging (assault). The former is recorded when a person intentionally administers a substance, or causes a substance to be taken, with the purpose of stupefying or overpowering, to enable any person to engage in a sexual activity involving the victim. The latter is similar in that a crime is committed when drugs are feloniously administered with intent to produce stupefaction, however there doesn’t need to be further intent, and it is not necessary that any injury to the victim is caused.

The data we receive from Police Scotland does not include information on the circumstances of individual crimes. We are therefore unable to identify how many of these crimes specifically involve drink spiking or spiking by injection.

The M80 northbound Junction 4a Low Wood off slip spur to Cumbernauld Town Centre has been closed alongside lane restrictions passing over the motorway overbridges on the A8011 to allow structure inspections and investigation works to be carried out. This stage of the works is expected to be completed by the end of November.
