As set out in the Programme for Government 2021 - 22, published on 7 September 2021, the Scottish Government is committed to establishing a dignified and compassionate miscarriage service by the end of 2023. This commitment includes ensuring women’s services have dedicated facilities for women experiencing unexpected pregnancy complications.

As part of delivering on this commitment, we will carry out a scoping exercise to establish current service provision across all 14 Health Boards and host a series of roundtables to discuss with stakeholders what more can be done to improve miscarriage care and support for women who experience complications during pregnancy. The first roundtable will take place in early 2022.

The Scottish Government will, over the next five years, continue to create a supportive policy environment which, alongside private investment, will enable the creation of a network of renewable and low-carbon regional hydrogen production hubs near demand centres across Scotland.

The development of regional hydrogen energy hubs will be strategically supported through the Emerging Energy Technologies Fund (EETF) – a £180m package of funding over five years that will provide capital support to accelerate low-carbon infrastructure projects that will be essential to deliver net zero. The EETF will make £100 million available to support renewable hydrogen projects.

Policy officials are finalising the eligibility and project assessment criteria for the EETF, and have invited views on this from stakeholders by the 19 January 2022.

In 2021-22, local authorities have been allocated an annual share of £23.5 million for homelessness prevention and response measures and an annual share of £8 million to support the implementation of rapid rehousing transition plans. The Scottish Government has also offered a range of non-financial support. This includes clarifying the process for funding to build new accommodation, dedicated engagement with local authorities facing the most significant challenges and hosting an event that brought all Scottish local authorities together to share good practice to support compliance with the Order.

Recent engagement has shown that all local authorities are making positive progress towards reducing the use of unsuitable accommodation. The Scottish Government will continue to work with local authorities to sustain this progress and identify support to help overcome barriers.

The £10m Scottish Hydrogen Innovation Fund is part of the Scottish Government’s Emerging Energy Technologies Fund. It aims to support Scottish researchers and innovators to drive technological progress and advance innovation to improve the cost-competitiveness of renewable hydrogen produced in Scotland. It will support Scottish companies to benefit from and contribute to the global research and innovation network through international collaboration.

Hydrogen policy officials are currently finalising the development of the Scottish Hydrogen Innovation Fund and have invited views from stakeholders on the scope of this Fund.

Stopping smoking at any time is one of the best things you can do for your health, and the health of those around you.

We work alongside YoungScot, schools and further education institutions when developing our campaigns to ensure young people are aware of the dangers of smoking and the importance of making healthy life choices.

Any future anti-smoking campaigns will address these concerns to ensure that individuals are supported to stop smoking.

The Hydrogen Economy Cluster will raise awareness of the opportunities in the hydrogen economy, support a Team Scotland approach and provide practical steps to help companies realise opportunities in hydrogen and associated low-carbon markets. The cluster will be pan-Scotland and will play a key role in helping the energy and oil and gas supply chain move into hydrogen production, distribution and/or key areas of hydrogen demand such as transport and low-carbon heat.

Hydrogen policy officials are currently working with the Enterprise Agencies on the development of the Hydrogen Economy Cluster and further details will be available in 2022.

No meeting took place between the First Minister or Scottish Government officials and former Governor of the Bank of England, Mark Carney during COP26.

Between 24 February 2020 and 31 October 2021 there have been 6,348 COVID-19 cases that were probable or definite hospital onset.

1,973 were reported as probable hospital onset (first positive specimen on days 8 to 14 of admission to NHS board).

4,375 were reported as definite hospital onset (first positive specimen date was 15 or more days after admission to NHS board).

The rate of COVID-19 transmission in hospitals has followed a similar rate in the community. When community prevalence reduces, a general reduction in hospital onset COVID cases follows approximately two to three weeks later.

However, while community prevalence has recently increased, nosocomial cases of COVID-19 were observed to rise at a slower pace, which may be largely due to the vaccination programme.

While patients with COVID continue to be admitted to hospitals, the risk of transmission remains. We cannot be complacent and we must continue to ensure that all infection prevention precautions are strictly followed.

Unaccompanied Asylum-seeking children are able to access GP and NHS dental services on the same basis as domiciled residents.

GP practices receive a share of overall general practice funding from the Scottish Government based upon their estimated workload. This would reflect any unaccompanied asylum-seeking children registering with a GP practice.

Dentists are paid a range of fees and other payments by the Scottish Government for providing care and treatment to NHS patients.

The smart meter programme is owned and led by the UK Government who have responsibility for the overall policy and the regulatory and commercial framework. Energy suppliers in turn are responsible for planning and delivering the rollout of smart meters on the ground. We will continue to work with BEIS, Ofgem, Smart Energy GB and the wider energy market, to champion the interests of Scottish consumers

The Scottish Government recognises the importance of the rollout of smart meters as a national modernisation programme that will bring benefits to Scottish energy consumers, we do however have continued concerns around the implementation, particularly in regards to delays to communication systems and consumer access to smart meters.
