Children and young people who are prescribed antidepressants will receive regular medication reviews with their prescribing clinician. The frequency and structure of these reviews will be based on the clinician’s judgment and on consultation with the patient and, where appropriate, with the patient’s family.

Clinicians will refer to the British National Formularyfor Children (BNFC) when prescribing antidepressant medication to children. The BNFC is the standard UK paediatric reference for prescribing and pharmacology.

Clinicians can also refer to National Institute for Health and Care Excellence (NICE) guideline NG134 which sets out further advice for the prescribing of antidepressant medication to children and young people.

As the tax authority with responsibility for the collection and management of Scotland’s devolved taxes, Revenue Scotland publishes monthly and annual data on its website regarding the number of property conveyances and non-residential leases subject to Land and Buildings Transaction Tax (LBTT) and the associated tax liabilities. Local authority level data is published on an annual basis, as part of Revenue Scotland’s Annual Summary of Trends in the Devolved Taxes. In particular, the ‘Data for Figure 17’ tab in the figures and tables file of this publication includes an estimate of LBTT excluding ADS declared due for residential conveyances by local authority and year. The ‘Data for Figure 23’ tab in the same file gives an estimate of LBTT declared due by Nomenclature of Territorial Units for Statistics (NUTS) 2 area and year for non-residential conveyances. Local authority level estimates of non-residential conveyances are not provided to minimise the risk of disclosing protected taxpayer information.

The function of Scottish Water is to treat and supply high quality drinking water as well as to collect, treat and safely dispose of wastewater for those customers who are connected to the public water and/or wastewater network. To this end, Scottish Water has delivered significant levels of investment since its creation in 2002 and local authorities would not be funding and undertaking work which falls under the specific functions of Scottish Water. Local authorities have separate responsibilities in relation to private water supplies, any private water and waste water pipes which fall under their responsibility, some roads drainage and also for flood risk management. In areas where there are inter-linking responsibilities, some partnerships have been established between Scottish Water and local authorities, such as the Metropolitan Glasgow Strategic Drainage Partnership and the Edinburgh and Lothians Drainage Partnership. In addition to this, Scottish Water has partnerships with local authorities, where appropriate, where there is an opportunity to develop and deliver innovative solutions, such as the Stirling district heating scheme and work being delivered through Clyde Gateway, among others.

The amount of time spent on the physical works for each building retrofit can vary and depends on a range of factors. Some of the factors which influence the time taken are: the building type; the types of work needed to improve the energy efficiency of the building; and the type of zero emissions heating installed.

Our workforce assessment, currently underway, will give insight into the drivers of the range of retrofit times and related workforce and skills needs across relevant sectors. In addition, working with industry, we will co-produce a Heat in Buildings supply chain action plan focussed on ensuring industry can deliver at the pace and scale needed.

The £150 cost of living payments are administered by local authorities who have discretion over whether to make them as a credit to council tax accounts or as direct payments in order to ensure delivery by the end of April 2022.

Local authorities have indicated that payments will be included as a credit in council tax bills for 2022-23 in the majority of circumstances. This is the most readily available means of delivering this support to eligible households as fast as possible. Some councils also indicated that payments to eligible low income households exempt from council tax, such as those in temporary accommodation or refuges, would be made as direct payments. In these circumstances, they have discretion over the method used which may include, for example, PayPoint cash vouchers, cheques or BACS transfers to bank accounts.

We intend to issue a consultation paper on Phase 2 permitted development rights (PDR), including extensions to existing electric vehicle charging PDR, in the first quarter of 2022-23. The aim is to have resulting legislation in place by the end of the year.

In the meantime, processing of any required planning applications are a matter for individual planning authorities in the first instance. Current Scottish Planning Policy (paragraphs 275 and 289) sets out the need for planning authorities to support EV charging infrastructure in development plans and development management decisions.

The performance and resourcing of the planning system are key priorities; we are progressing a range of improvements through our planning reform programme and working closely with CoSLA, the Royal Town Planning Institute and Heads of Planning Scotland to address issues from resources to capacity and skills.

Launched in August 2021, the Green Jobs Workforce Academy provides an important step in preparing our current and future workforce for green careers. Through the online resource, individuals can access information and careers advice on green jobs and the skills required to enter into or progress in them, and identify courses and funding available to support their upskilling or retraining. While the Academy is online, through greenjobs.scot individuals can access a range of virtual and in-person training opportunities.

The Energy Saving Trust maintains the Renewable Heat Database for the Scottish Government. The following table extracts domestic renewable heat installations over the period 2016-2020. Data for 2021 are not yet available. These data are derived from registrations under the Microgeneration Certification Scheme, and as such likely underestimate the total number of installations due to lower coverage of new build homes.

During Eating Disorder Awareness Week 2022, we welcomed the training offer that Beat, the UK’s eating disorder charity, has developed to ensure that our future workforce feels confident to support anyone who comes forward with concerns about disordered eating. We are pleased to see that all our medical schools in Scotland are in discussions with Beat to deliver eating disorder training, or are already delivering it.

We were also pleased to announce additional funding for Beat which includes Beyond the Symptoms Training for GPs and healthcare professionals, which will support them to identify when a patient has an eating disorder, and confidently intervene early. This training will be available from April.

The Independent Review into the delivery of Forensic Mental Health Services in Scotland, published at the end of February 2021, made 67 recommendations for improvements to the delivery of forensic mental health services, including several on community forensic mental health.

The Scottish Government supports the recommendations of the review, agrees that community provision is a crucial component of the forensic mental health system and that forensic community mental health teams are key to supporting mental wellbeing in the community. Recommendations 18 and 19 of the Review recommend that work be undertaken to define the service remit of community forensic mental health teams and to ensure they are appropriately resourced to meet demand. The Forensic Mental Health Services Managed Care Network is gathering information on current provision to establish a baseline to take this work forward.
