As direct imports into Scotland are a small proportion of food placed on the market in Scotland, Food Standards Scotland (FSS) funded surveillance is undertaken on a risk basis and will include imported food when certain goods, irrespective of origin, are considered a higher risk to consumers (for example smoked fish or raw milk cheeses). Imported food must meet at least the same regulatory standards as domestically produced food and the legislative basis for the import checks that apply is set out in what is known as “the official controls regulation” (OCR). The OCR is in process of being amended to implement the Border Target Operating Model which was published by the UK Government in 2023. Responsibility for enforcement of import controls and food safety standards (other than in certain meat establishments) is the responsibility of local authorities.

I last met with the BBC on 27 January 2025 for an introductory meeting with the new BBC Scotland Director. This meeting was arranged at my request to explore how the BBC can improve its support for Scotland-based productions and grow our broadcasting sector. The First Minister had an introductory meeting with the new BBC Scotland Director on 20 February. I have no future meetings currently scheduled with the BBC.

Over the last five years, several matters within my portfolio have been discussed with the BBC, including: plans and opportunities in Scotland; the BBC’s annual report and reports published by the regulator, Ofcom; the Media Bill and subsequent Media Act 2024; the BBC’s delivery of programmes and skills training; and the BBC’s provision of services and plans to grow the broadcasting sector in Scotland.

The Scottish Biodiversity Strategy sets out a range of ‘conditions for success’ required to ensure its Strategic Outcomes are achieved, including securing the necessary investment. The Biodiversity Investment Plan is therefore an important element of our Strategic Framework for biodiversity, setting out actions we will take to improve the flow of investment into nature restoration projects. Since the independent Barclay Review of Non-Domestic Rates, a range of key reforms to the NDR system have been implemented to support growth, improve administration and increase fairness.

Following the implementation of the final recommendations of the Barclay Review on 1 April 2023, a consultative sub-group on Non-Domestic Rates (NDR) was established under the New Deal for Business to advise on further enhancements to the NDR system. This sub-group provides a forum for ongoing dialogue and engagement on NDR issues with members who come from a range of business representative organisations, including the hospitality sector, as well as Scottish Assessors and local authorities who are also represented.

The Scottish Government has no plans to consult on a long-term replacement for the NDR system in advance of the next revaluation on 1 April 2026 but remains committed to the NDR sub-group and to working with the hospitality sector on the long-term issues that have been raised by the sector.

These issues are not caused by Social Security Scotland systems. They are being caused by the way DWP systems are sharing information about Carer’s Allowance and Carer Support Payment awards, which is impacting a small number of carers’ wider support including Housing Benefit, Council Tax Reduction and Universal Credit. We are engaging with DWP who are continuing to investigate. DWP have issued advice to Local Authorities and Universal Credit staff setting out how to access the correct data to administer their benefits. Any carers who are experiencing problems or have any concerns with their Housing Benefit or Council Tax Reduction should contact their local authority, or contact DWP for any concerns with their Universal Credit, who can investigate their award and correct any issues.

Our International Development work focuses on three partner countries in Africa. The Scottish Government has not had official or unofficial contact with representatives from Bangladesh in relation to International Development, for either infrastructure or financial projects in Bangladesh. Media planning and buying is placed by call-off from the Media Planning, Buying and Associated Services framework (Ref: SP-23-05). The work is competed through the Framework and tenders are evaluated for value and quality. Framework suppliers when bidding are required to provide full detailed costs against indicative volumes, using the price guarantees set under the Framework.

Where appropriate media spend is audited for value against the Framework pricing as well as quality by an independent media auditor on a six monthly basis.

For audiology services provided in hospital settings, information on provision of delivery is held within Boards and not by the Scottish Government.

While the Scottish Government remains committed to its vision for an integrated and community-based hearing service in Scotland, re-phasing of funding has meant that not all the challenges we are facing will be addressed in a single budget.

The Scottish Government provides funding for the National Concessionary Bus Travel Schemes for Older and Disabled People and for Young People which provide free bus travel throughout Scotland for eligible National Entitlement Card holders.

We have no plans to extend the Young Persons Free Bus Travel Scheme to Edinburgh trams or the Glasgow subway.

Local authorities have discretionary powers under the Transport Act 1985 to provide and fund local concessionary travel schemes for their residents. The extent and terms of any such scheme are for individual local authorities to decide.

Although the Scottish Government contributed to the cost of the trams and the Glasgow Underground, it is for City of Edinburgh Council and Strathclyde Partnership for Transport (SPT) to determine whether to offer travel concessions for those travelling on these services.

Since 2021, the Scottish Government has provided £1,672,922 of funding to Intercultural Youth Scotland (IYS) across various funding streams.

IYS receive funding from the Equality and Human Rights Fund (EHRF) to enable and support participation and representation of young Black and People of Colour (BPoC), ensuring they are represented in decision-making that affect their lives in a range of areas.

IYS also receive funding from the Employability and Advancement Project (formerly the Restless Natives Project). This funding is to ensure equitable support for young BPoC school leavers as they prepare for and take their first steps into the world of work.

The Curriculum and Qualifications Division has provided funding to IYS to support schools with embedding anti-racism and to ensure they are better equipped to respond to racist incidents, and that curriculums are decolonised.

During 2021-22, IYS received funding for a programme to expand the quality and quantity of support to marginalised BPoC children and young people, tackling social isolation and loneliness.

During 2023-24, IYS received funding to conduct a series of workshops over a nine-month period with children and young people. This was to scrutinise the Anti-Racism in Education Programme’s (AREP) four workstreams and provide recommendations for each of them.
