The Scottish Government is not delaying the introduction of legislation on buffer zones. We have agreed to work constructively with Ms Gillian Mackay MSP on her forthcoming Member’s Bill.

The First Minister is wholeheartedly committed to addressing the issue of protests and vigils that take place outside of abortion clinics, and will therefore be chairing a summit on abortion on 27 June. The summit will primarily focus on buffer zones, but will also look at what measures can be implemented in the short term to ensure women can access abortion without fear of intimidation or harassment.

We had on average seven full-time equivalent Scottish Government Officials working on international further and higher education policy within the Advanced Learning and Science Directorate during the 2021-22 financial year.

The Scottish Government/COSLA See Hear strategy expresses the Scottish Government’s commitment to supporting children and adults who have sight loss/visual impairment, deafness and dual sensory loss to access the services and social care they need. The strategy presents a framework for actions which includes emphasis on children and young people with a sensory loss receiving appropriate and timely intervention in the early years and for as long as is required.

The Visual Impairment Network for Children and Young People (VINCYP) aims to improve the care for children and young people with a visual impairment. VINCYP involves professionals working in local authorities (education and social work), health, parents/carers of children and young people with a visual impairment and voluntary sector organisations, and has local implementation groups in addition to the national network.

VINCYP has developed a Pathway of Care and related standards, self-assessment frameworks and good practice guidelines to ensure that children and young people with a visual impairment are provided with effective support as early as possible.

VINCYP does not provide Visual Impairment (VI) services in Scotland and has no role in the outsourcing of services. The VINCYP pathway and standards highlight the services which are required for children and young people with VI and their families in each local authority area. VINCYP could offer specialist advice for local authority commissioners on service specifications for outsourcing services, but cannot offer advice on particular providers.

The Education (Additional Support for Learning) (Scotland) Act 2004 requires education authorities to identify, provide for, and review the additional support needs of their pupils. This includes support for children and young people with visual impairments. Other agencies, health and social work services can be asked to help identify needs and provide support under the Act. The statutory code of practice sets out guidance for authorities and partners on the requirements of the Act.

The Scottish Government also funds the Scottish Sensory Centre and CALL Scotland to provide advice and training to school staff on support, including the use of assistive technology, for children and young people with specific communication and sensory needs.

The Scottish Government does not hold this information. Public Health Scotland, which is the national surveillance centre, has not had any reports of Gastrointestinal illness linked to B&Bs or other forms of guest accommodation in Scotland escalated to them in the past 5 years. Local Health Protection Teams at NHS Boards may hold this information.

The Scottish Government is committed to ensuring that women can access comprehensive universal healthcare, including abortion services, without fear of intimidation or harassment. The First Minister has convened an emergency summit on abortion rights which take place on 27 June, and will consider what can be done in the short, medium and long term to ensure that women accessing abortion care can do so safely and without fear of harassment.

Additionally, I convened a working group in December 2021 with the sole purpose of finding solutions that would address the issue of protests and vigils outside of abortion clinics. The working group has members including Police Scotland, CoSLA and affected councils and Health Boards. To date, the working group has agreed to explore dialogue between the various parties involved with protests, and commission independent research into the impacts of protest and vigils.

In light of the recent protests, Police Scotland have agreed to a number of measures to reduce the impact of protests at Sandyford clinic. These measures include, but are not limited to, agreeing a designated space for protests to take place, a single point of contact in Police Scotland for staff when protests occur and confiscating voice implication devices used by protestors.

The Scottish Government are committed to ensuring that all people living in Scotland with long-term conditions such as arthritis are able to access the best possible care and support, and benefit from healthcare services that are safe, effective and put the person at the centre of their care.

I have had two meetings with Versus Arthritis at which they outlined their campaign. I also spoke at their webinar/conference, which was held earlier this year.

The Scottish Government will continue to engage with Versus Arthritis regarding how best to jointly support patients living with arthritis. This will be an ongoing process involving essential collaboration with patients, carers and service providers, including the third sector and clinicians.

As outlined in response to question S6W-08944 on 21 June 2022, the Scottish Government is currently seeking to commission research which will provide evidence on the impact protest and vigils outside of abortion clinics have on people accessing healthcare. This research has been commissioned by the working group on buffer zones which is led by myself.

Through the See Hear strategy, the Scottish Government and COSLA are committed to supporting children and young people who are affected by sight loss or blindness to access the services and social care they need. The strategy supports them to get direct assistance when they need it.

In addition, the Additional Support for Learning Act (2004) requires education authorities to identify, provide for, and review the additional support needs of their pupils. This includes support for children and young people with visual impairments. Other agencies, such as NHS Health Boards and social work services can be asked to help identify needs and provide support under the Act.

Following an assessment of children and young people’s needs, local authorities are responsible for putting in place appropriate support and interventions to support children and young people, including the provision of appropriate equipment.

The Scottish Government funds the Scottish Sensory Centre and CALL Scotland to provide advice and training to school staff on support, including the use of assistive technology, for children and young people with specific communication and sensory needs.

The Resource Spending Review is not a budget and Level 4 information will be published as part of the annual budget process. The Resource Spending Review sets out the high-level parameters for resource spend within future Scottish Budgets up to 2026-27. The financial information is therefore published at Level 2 to provide partners with as much certainty as is possible, and to frame the engagement with delivery partners that is now being taken forward.

The figures set out in the Resource Spending Review are based on current forecasts and constitutional arrangements. The prevailing uncertain economic context and the volatility attached to our current fiscal arrangements makes it necessary that the annual budget, which will provide level 3 and 4 detail, will reflect any subsequent changes to the funding scenario set out in the RSR.

There is no formal definition of an NDA and the government does not hold central records of NDAs. In an employment context where a settlement agreement is entered into to resolve an employment dispute, a confidentiality clause may be inserted following prescribed guidance on information sharing. This guidance is clear that the use of a settlement agreement cannot prevent Audit Scotland from carrying out their oversight and scrutiny functions.
