To ask the Scottish Government whether critical race theory is government policy with regards to issues under the remit of the Minister for Equalities and Older People.

The Scottish Government recognises that outcomes are not uniform across all communities, and effective interventions need to take specific experiences into account. This understanding must be evidence based and we are clear that a “one size fits all” singular approach will fail to deliver.

In its approach to developing and embedding race equality and anti-racism, the Scottish Government is clear that significant inequalities remain in many areas of life for people from minority ethnic communities. We regard the causes of these inequalities as systemic and deep-rooted, and that reversing them will take time and effort, as well as a Scottish Government commitment that is maintained going into the future.

We acknowledge the existence of formal and informal structural, institutional and cultural processes that disadvantage minority ethnic and migrant groups within Scotland. Our approach aligns with the equality legislation that is in place in Scotland, and takes a human rights and rights-based perspective that is committed to involving people with expertise and lived experience of issues in the design and development of policy. Scottish Government policy draws from, and is informed by, a range of different theories and frameworks, including critical race theory, to take action that is effective in advancing race equality.

To ask the Scottish Government what assessment it has made of the impact in Scotland of the UK Government’s decision to extend the freeze on alcohol duty rates until 1 August 2023.

Alcohol duty is a reserved tax which is set and administered by the UK Government. We are not aware of the UK Government having made any assessment of the impact of the extended six-month freeze on alcohol duty on Devolved Administrations, nor did they consult with us on this decision.

We believe the UK Government must provide long-term clarity for the alcohol sector beyond the six-month rates freeze. Businesses have been hit hard by the COVID-19 pandemic and cost-of-living crisis, as well as the uncertainty surrounding the freeze which was announced, cancelled, then re-announced, all in a three-month period.

When setting alcohol duty rates following the freeze, the Scottish Government would strongly recommend that the UK Government considers public health as part of this. We remain committed to reducing alcohol related harms, in line with the World Health Organization’s focus on affordability, availability and attractiveness of alcohol.
