Transport Scotland do not have a specific extreme weather maintenance budget. The winter service budget for the South-West Unit was £5.69 m in 2022/23 and this covers all trunk roads in the Unit; including the A77.

Investment for A77 trunk road maintenance programmes currently indicate an allocation of £7.03m for this financial year as well as a provisional maintenance spend for 2023/24 and 2024/25 of £5.4m and £5.74m respectively.

The Scottish Government consulted on a Circular Economy Bill and Waste Route Map in summer 2022, setting out proposed actions that must be taken to meet Scotland's waste targets and deliver a circular economy in Scotland. This included a proposal to strengthen the approach to household recycling collection services through new co-designed statutory guidance to provide a clear strategic direction for recycling in Scotland, improve consistency of services for households, and accelerate improvements to both the quality and quantity of recycling collected to help meet our waste and climate change targets .

The analysis of consultation responses to the Bill was published in November 2022. Programme for Government states that the Circular Economy Bill will be introduced in this parliamentary year.

The Scottish Government’s priority is to move to a circular economy, which means reducing our demand for raw material, increasing reuse and repair, and recycling more. Where we do produce unavoidable and unrecyclable residual waste, we must ensure we treat it responsibly.

In terms of waste incineration, the independent review of the role of incineration in the waste hierarchy made it clear that Scotland does not need additional waste incineration facilities to treat our unavoidable and unrecyclable municipal residual waste beyond those for which planning permission has already been granted. That is why National Planning Framework 4 (NPF4), as approved by parliament on 11 January, makes clear that development proposals for energy-from-waste facilities will not be supported except under very limited circumstances. The independent review did not consider waste to fuel facilities, such as the proposed plastics to hydrogen development.

Scottish Government has not assessed the number of jobs or value of investment that could result from such a facility. However, available evidence suggests that delivering a circular economy provides local employment opportunities and lower cost options to access goods. 10,000 tonnes of waste can create up to 296 jobs in repair and reuse, compared to 1 job in incineration, 6 jobs in landfill or 36 jobs in recycling.

The current Health and Social Care Standards were implemented on 1 April 2018 and are published on the Scottish Government website.

The Care Inspectorate is the independent scrutiny body and regulator for care services in Scotland. Since April 2018, the Health and Social Care standards have underpinned inspections and quality assurance functions carried out by the Care Inspectorate, Healthcare Improvement Scotland and other scrutiny bodies.

Two new standards were published in March 2022 and have a strong emphasis on helping care home residents and their families stay connected. We have provided additional support and resource to the Care Inspectorate (£276,000 over the next two years) to enhance their role in supporting visiting rights through the ‘Anne's Law and Connection for People in Care Homes project’. This additional resource will enable the Care Inspectorate to proactively champion the implementation of the new standards and rigorously monitor its progress.

The Scottish Government has worked closely with the Care Inspectorate and other public bodies as they have raised awareness and understanding of the Standards. “Real stories” videos and animations raising the profile of the standards are available through the Care Inspectorate’s YouTube channel. A one-day Holyrood event took place to help organisations understand how they can be used in delivering quality care and the Standards were promoted at a number of conferences and events, including targeted events for NHS staff. A dedicated website and a Scottish Government Twitter page were created and used to promote the launch of the Standards, and a bespoke booklet for unpaid carers was launched in partnership with the Carers Trust.

Due to an absence of Scottish Government landholdings (i.e. presence of Scotland’s national forests and land) in East Lothian and/or Midlothian, Forestry and Land Scotland have not conducted any tree planting (either restocking or new planting) in the two local authority areas in the period of 2007 to 2022.

The draft Energy Strategy and Just Transition Plan (ESJTP) makes clear that we encourage developers to offer community benefit and shared ownership opportunities as standard on all renewable energy projects.

As set out within the ESJTP, the Scottish Government is reviewing its Good Practice Principles for community benefits from offshore renewable energy developments.

As part of the development process, we are currently holding a series of stakeholder engagement sessions to raise awareness of the work and gather initial input, with a view to consulting on the draft guidance later this year.

The Scottish Government regularly meets with the university sector, through the Student Mental Health and Wellbeing Working Group and the Equally safe in Colleges and Universities Core Leadership Group on issues relating to student well-being and safety where these issues are considered.

The Scottish Government funds the Scottish Flood Forum (SFF) to provide help to businesses and families in the event of flooding. They can offer advice, information and support to help those flooded – from advice on managing insurance claims, drying out, finding a builder, to protecting property from flooding.

The Scottish Welfare Fund helps families and people in Scotland who are on low incomes through Crisis Grants and Community Care Grants. Crisis Grants are available to those hit by crisis such as a flood. Applications can be made through local authorities.

It is the responsibility of local authorities to develop and deliver flood protection schemes in Scotland. Since 2008, the Scottish Government has provided £42million/ yr through the general capital grant to support the delivery of flood risk management actions. The 2020 PfG also committed an additional £150 million over the course of this parliament.

Flood Risk Management Plans have been developed to reduce the devastating and costly impact of flooding in Scotland. The plans coordinate the efforts of all organisations that tackle flooding and concentrate the work to where the risk of flooding and benefits of investment are greatest. The 2015-2021 Plans included a number of flood protection schemes in the South Scotland region including in Hawick and Whitesands.

Flood Risk Management Plans for the period 2022-2028 were approved by Scottish Ministers in December 2021 and published by SEPA in January 2022. A COSLA/ Scottish Government Funding Working Group has been set up to discuss funding arrangements for flood risk management actions including those set out in the
‎ 2022-2028 plans. This group will put recommendations to the joint Scottish Government/COSLA officers’ Settlement Distribution Group. Ministers and Council Leaders’ will subsequently be provided with advice in 2023.
