Deer management is currently carried out across land holdings of varying size from 10Ha to over 10,000Ha. The extent of the deer management and any required collaboration is more dependent on the species and land type rather than any minimum size. For ‘territorial’ species such as roe deer the scale of management will often be at the individual farm unit; whereas for open hill red deer, that range across multiple large properties, the management scale expands to Deer Management Groups that cover many thousands of hectares.

The Code of Practice on Deer Management prescribes to everybody who owns or manages wild deer on someone else’s land (irrespective of the size of that land holding), how they should deliver sustainable deer management. A review of compliance with the Deer Code published 2019 concluded that where it was relevant to them, a majority of owner-occupiers, across varying land holdings, had undertaken actions to meet each of the themes outlined in the Deer Code. NatureScot, in their role as Scotland’s deer authority, work with a range of partners, including the Association of Deer Management Groups, local deer management groups and individual land managers to develop effective planning and deliver deer management across Scotland.

We are working closely with local authorities and with the Convention of Scottish Local Authorities (COSLA) and doing all we can to speed up the matching process and increase the numbers of displaced people moving into host accommodation.

On 22 September, the Scottish Government published its first summary of the latest Scotland-level data and information on people displaced by the war in Ukraine coming to Scotland through the Ukraine Sponsorship Scheme visa schemes, including data on the number of displaced people in welcome accommodation: Key points - Ukraine Sponsorship Scheme in Scotland: statistics - gov.scot.

We have committed £250 million to restoring 250,000 hectares of degraded peatlands by 2030.

In 2021-22, the Scottish Government provided £15.58 million to our delivery partners to support peatland restoration across Scotland.

In our 2021-22 Programme for Government, the Scottish Government pledged to take forward work to develop and consult on a ban on the sale of peat-related gardening products as part of our wider commitment to phase out the use of peat in horticulture. This aligns with the Welsh and UK governments’ proposal, as stated in their joint consultation, to end the retail sale of peat and we support their approach. We chose to continue with our plans to launch our own consultation, designed to gather the information we need to form a plan honed to the specific needs of Scotland and its people.

The Scottish Government will soon launch our consultation, which will inform ambitious timescales for phasing out the use of peat in horticulture.

At the time of publication of the Sturrock Report, all Health Boards were to consider the recommendations, review their internal assurance mechanisms and develop action plans.

The Scottish Government are now developing the Improving Wellbeing and Workforce Cultures Strategy alongside the new national leadership development programme called Leading to Change for health, social care and social work sectors to carry this work on. This will help foster an open and welcoming culture, where all staff are valued and treated with dignity and respect.

Leading to Change aims to recognise and support leadership at all levels. Ultimately, we want to equip current and future leaders with the skills and capabilities they will need to enable compassionate and collaborative working and deliver whole-system transformational change against any challenges they may face.

An update to Parliament, in the form of a Ministerial Statement, on the progress made in this space is planned for later this year.

Following the ScotWind and clearing announcements, the Scottish Government is undertaking a review and re-assessment of the Sectoral Marine Plan for Offshore Wind Energy (SMP-OWE). As part of this process, the draft review of the SMP-OWE and associated assessments will be consulted upon in Spring/Summer 2023. The consultation is planned to last 12 weeks. Fisheries representatives will also be asked to form part of the review steering group.

Spawning and nursery grounds were a key consideration in the planning exercise for the Sectoral Marine Plan for Offshore Wind energy. Existing spatial information on the likely locations of spawning and nursery grounds were incorporated into the opportunity and constraint analysis that provided the basis for the initial identification of areas of search for the planning process. Later, when areas of search were narrowed down, the Strategic Environmental Assessment, part of the wider Sustainability Appraisal, assessed the potential for the plan to negatively impact these spawning areas and outlined suitable mitigation measures, where required. The plan highlights where this may be necessary and where further assessment maybe required at a project-level.

All aspects of marine planning include engagement with the fishing sector representatives, not least of all, the planning process for offshore wind. The Scottish Government’s sectoral marine planning process, the basis for ScotWind leasing, included fisheries representatives on both plan steering groups and provided responses to the scoping and draft plan consultations. Almost all Plan options were modified based on feedback from the fishing community.

The costs of global failure to address the climate emergency would be enormous and the Scottish Government is committed to leading the way in delivering early action to reduce emissions while at the same time positioning Scotland to secure and share the opportunities from the transition. The next Climate Change Plan, a draft of which will be published next year, will include costs of delivering emissions reductions to meet the statutory targets between 2025 and 2040. The Scottish Government has not set out a pathway to net zero greenhouse gas emissions by 2045 and hence does not yet have a basis for a cost assessment of achieving that goal. The Climate Change Committee suggest “the net costs of the transition (including upfront investment, ongoing running costs and costs of financing) will be less than 1% of GDP over the entirety of 2020-2050”. We believe this is a reasonable estimate while noting that the cost totals and profile for Scotland may differ due to our stricter statutory targets and the likelihood that our pathway to net zero may diverge from that taken by the UK as a whole.
