The Scottish Government is committed to tackling gender based violence and ensuring that all victims and survivors can access the help and support they need at a time they need it.

During the United Nations 16 days of activism to end gender-based violence, the Scottish Government held a spotlight event with key partners, focussed on gender based violence and mental health. These important discussions will help further our understanding of issues faced by women and girls affected by GBV and will help inform on-going policy development, including the refreshed Mental Health and Wellbeing Strategy, accompanying delivery plan, our Workforce Action Plan and the new national Specification for Psychological Therapies and Interventions.

We know that some psychological interventions, including counselling, are delivered by partner organisations, including small, local community grassroots groups and organisations . Therefore, in 2021-22 we have invested £21m in our Communities Mental Health and Wellbeing Fund for adults. We have provided a further £15m in 2022-23.

Since 2018, the Scottish Government has invested over £5 million in a National Trauma Training Programme (NTTP), including a total of £3.2 million of funding distributed to all local authorities in 2021-22 and 2022-23 to work with community planning partners to further progress trauma-informed services, systems and workforces.

The Scottish Forestry Strategy is based on the international principles of Sustainable Forest Management which require all forests and woodlands to contribute to biodiversity. Of the six Priorities for Action in the Scottish Forestry Strategy the following three promote the safeguarding biodiversity as well as priority species and habitats:

• Increasing the adaptability and resilience of forests and woodlands,
• Enhancing the environmental benefits provided by forests and woodlands.
• Expanding the area of forests and woodlands, recognising wider land-use objectives;

The Scottish Forestry Strategy emphasises the importance of taking wider land use objectives into account when expanding our woodlands and forests, and one of the key objectives considered is when doing so is food security, which is further recognised in wider Scottish Government Strategies and Plans.

The Strategy also states that ‘we will focus on achieving greater integration between forestry and other land-based businesses, such as crofting, farming, and estate management’. The latest Forestry Strategy Implementation Plan (2022-2025), includes actions to promote greater integration of land use including the farmer-led

Integrating Trees Network which promotes the benefit of woodland creation on farms, such as providing shelter for livestock, enhancing biodiversity and a source of income.

The decision to escalate or de-escalate an NHS Board is based on a combination of evidence. Escalation addresses complex issues and an element of judgement will always be required. In order to support robust decision-making in this sphere, the Scottish Government regularly convenes the National Planning and Performance Oversight Group which considers a range of data and intelligence relating to the delivery of health and social care across Scotland and the performance of our health boards. Should there be a requirement to escalate any additional NHS Boards, for any reason, I will update Parliament in the first instance.

Work has been undertaken throughout 2022 to scope a Clyde Metro Programme Level Business Case. This is being undertaken collaboratively, led by Transport Scotland and its partners Glasgow City Council and Strathclyde Partnership for Transport. A Delivery Plan will be prepared following the completion of the Programme Level Business Case.

Organised by volunteers since 2005, the Ullapool Book Festival has become a feature of Scotland’s literary calendar of events.

Following the announcement, neither Scottish Government nor Creative Scotland have been approached for discussions with the organisers of the event - who we understand have decided to step back due to personal reasons.

The Ullapool Book Festival has been supported through National Lottery funding by Creative Scotland since it began, and Creative Scotland would welcome applications for funding from the team behind the Ullapool Book Festival for ad hoc events under that banner in the future.

As stated in the list of Scottish Government forthcoming official statistics published at Official statistics: forthcoming publications - gov.scot (www.gov.scot) , the planned publication month for the next Housing Statistics for Scotland quarterly update was moved from the month of December 2022 to January 2023 due to team capacity and to allow further time to process the data.

The housing statistics team that produces the quarterly publication have been involved in a range of other work over recent weeks, including the Housing and Regeneration Outcomes Framework Indicator Updates published on 22 November 2022, the latest Private Sector Rent Statistics Scotland 2010 to 2022 published on 29 November 2022, as well as providing resource to support work on the emergency legislation Cost of Living (Tenant Protection) Scotland Act. This has impacted on the capacity of the team to be able to prepare and publish the housing statistics quarterly update in December, which is planned for release in January 2023.

The Scottish Government proposes to take a phased approach to the alignment with the recast Drinking Water Directive. This prioritises the health based standards that can be implemented now and recognises that some parts of the Directive apply at a later date.

A more detailed description of the approach to alignment is provided in the policy note which accompanies The Public Water Supplies (Scotland) Amendment Regulations 2002 (draft). This is contained in the Clerk’s papers for the 32 nd Meeting of the Net Zero, Energy and Transport Committee ( 4647 (parliament.scot) ).

Consultation will be undertaken with relevant stakeholders as the various parts of the Directive are introduced to ensure that they are proportionate and in Scotland’s interests.

The Scottish Government deploys a range of spatial and technical measures to manage Scotland’s fisheries. In addition, we have delivered a number of projects over the past four years to improve spatial management of inshore fisheries. These have included the Mull Crab Box and the Outer Hebrides Inshore Fisheries Pilot, which have been delivered as part of a co-management approach with our Regional Inshore Fisheries Groups. Fisheries management measures are not a regional marine planning matter.

Under the Bute House Agreement we will also soon consult on measures that will improve spatial management of our inshore waters, namely proposals to cap (to current levels) fishing activity within the three nautical mile area. The Agreement outlines further protections for our marine environment by introducing Highly Protected Marine Areas covering at least 10% of our waters by 2026, and delivering management measures for existing Marine Protected Areas where these are not already in place, as well as for Priority Marine Features at risk from bottom towed fishing gear out with these sites by 2024.

The Scottish Government anticipates that the proposed cap on fishing activity (up to three nautical miles) will contribute to our efforts to deliver a step change in marine protection. We will consult on our proposals to apply an activity cap in due course.

Earlier this year the Scottish Government published a draft future catching policy for consultation. The policy is intended to address long-running operational issues with the landing obligation, which bans the discarding of fish. The policy seeks to improve upon current rules, whilst staying true to the principles of the landing obligation, to support fishers to reduce waste and delivering sustainable and responsible fisheries management. We received 244 responses to the consultation, covering the full range of policy proposals, and are now undertaking analysis and evaluation.
