To ask the Scottish Government, regarding any potential impact on the health and wellbeing of people in Scotland, particularly people experiencing poverty, what its position is on the objectives of the Broadcast 2040+ campaign to guarantee the future of free-to-air terrestrial TV and radio services beyond the current licence period, which ends in 2034.
Answer
The Scottish Government is supportive of the view, set out in the Broadcast 2040+ Campaign, that audiences should continue to have access to the high-quality broadcast TV and radio services they rely on. In response to a letter from members of the Campaign, I wrote to arrange a meeting to hear more about the valuable work of the Campaign and will meet with them on 6 December. When that meeting takes place, I will ensure that the positive health and wellbeing impacts of access to broadcast television and radio are discussed.

We have not commissioned any reviews into the effects of second-hand cannabis smoke, so we have no outcomes to report. To ask the Scottish Government whether it is considering steps to reduce recreational fishing for (a) wild salmon and (b) trout, in light of the species’ reported decline.
Answer
The Scottish Government is not considering steps to reduce recreational fishing for salmon or trout in Scotland.
Recreational fisheries for salmon and trout are regulated by a body of legislation that determines where and when fishing can take place, by what method and whether any fish caught can be retained or must be returned to the water.
The Conservation of Salmon (Scotland) Regulations 2016 prohibit the retention of salmon caught in coastal waters and specified inland waters. The regulations are amended annually to take account of the latest assessment of the conservation status of salmon.
As a result of statutory and voluntary measures, the practice of catch and release has increased in recent years. In 2022, catch and release accounted for 97% of the total rod catch of salmon and 91% of the total rod catch of sea trout.

To ask the Scottish Government whether it will provide an update on funding for drug and alcohol services, in light of the reported level of alcohol-related deaths in the period since the COVID-19 pandemic.
Answer
Funding allocated to Alcohol and Drug Partnerships (ADPs) is for both alcohol and drug treatment services. In 2022-23, £106.8 million was made available to ADPs, increasing to £112.9 million in 2023-24. This funding is used to ensure that local services meet the needs of people who experience alcohol and drugs harms.
On 7 September 2023 I supported a Member’s Debate Motion calling for investment in alcohol services - outlining the Government’s plan to reduce harm from alcohol misuse. The plan includes measures to improve access to treatment and support, including through stabilisation and crisis management, expansion in local assertive outreach services and increasing the availability of residential rehabilitation placements. The plan also includes working with partners and stakeholders to implement alcohol treatment standards – building on the forthcoming UK-wide Clinical Alcohol Treatment Guidelines which are currently out for public consultation until 8 December 2023.

There are currently no plans to promote the development of a marina at the former Prince’s Dock basin in Glasgow. Any decisions concerning the future development of the site would be for the landowner, in this instance Scottish Enterprise.

To ask the Scottish Government what initiatives it will undertake to promote the growth of workboat, small passenger vessel and recreational boat use on the upper Clyde at Glasgow.
Answer
This year leadership of the Clyde Mission migrated from Scottish Government to Glasgow City Region through the transfer of £40m. Clyde Mission was launched in 2020 with a focus on the unique opportunities and competitive advantage of the river, incorporated in five missions, one of which is creating better places for people and communities along the river. At present there are no dedicated initiatives that promote the growth of workboat, small passenger vessel and recreation boat use on the upper Clyde at Glasgow, however if a proposal was submitted then both Scottish Government and Regional Partners would be able to consider.

To ask the Scottish Government, further to the First Minister's announcement of an additional £100 million for the arts and culture sector on 17 October 2023, how this figure was arrived at; how the funding will be distributed over the next five years, and whether it will be attributed on an annual rolling basis, or using a multi-year approach.
Answer
Ministers will take decisions about where the funding is allocated in 2024-25 and future years subject to the outcome of the Scottish Budget process and associated approval by the Scottish Parliament.
The draft budget will be published later this year and will be the subject of Parliamentary scrutiny in early 2024. The Scottish Government intends to present the Draft Budget 2024-25 to Parliament on 19 December 2023.

To ask the Scottish Government (a) how many times and (b) for how long on average the (i) A8, (ii) A78, (iii) A737, (iv) A71, (v) A77, (vi) A82 and (vii) M8 has been closed as a result of a crime scene investigation due to an accident in the last 10 years, and what factors affect the time that it takes to reopen roads for managed traffic flow.
Answer
Roads can be closed for a variety of reasons and we don’t hold specific data on the frequency or average duration of road closures for the purpose of crime scene investigation. The closure of a road in the aftermath of an accident is a matter for Police Scotland, who liaise with NHS colleagues as appropriate to understand if accident investigation is merited. The decision to reopen a road after an investigation is also a matter for the Police in their operational capacity.

To ask the Scottish Government whether it will provide any additional financial assistance to Argyll and Bute Council to assist with the permanent replacement of the A816 Kilmelford Bridge, following the recent demolition of the old bridge due to flood damage.
Answer
Local authorities have a duty under the Roads (Scotland) Act 1984 to manage and maintain local roads in their area and duties under the Road Traffic Regulation Act 1984 to secure the expeditious, convenient and safe movement of traffic.
However, I can confirm that the Minister for Community Wealth and Public Finance activated the Bellwin Scheme on 23 October 2023. The Bellwin Scheme is a discretionary scheme to give special financial assistance to local authorities as a result of providing relief and carrying out immediate work due to large-scale emergencies.
Argyll and Bute Council is one of six local authorities to have notified the Scottish Government of a potential claim relating to Storm Babet.
