Good morning. The trade and investment relationship between the EU and the United Kingdom remains indispensable for businesses on both sides of the channel. What are your feelings about the impetus that has been provided by the elections that took place for the European Parliament and the election of a new Government in the United Kingdom? Do you think that that has created some opportunities to upgrade the relationship between the two economic areas and ensure delivery for business? Events that have taken place might have created a slight sea change that perhaps give us those opportunities and create that impetus. It would be good to get your views on how you see that relationship developing.

The mutual recognition of qualifications has caused some concern in relation to the ability for professionals from one country to practise in another. We have heard from stakeholders about the need for the UK and the EU to agree measures on the mutual recognition of qualifications. Do you have a view on that?

Although it is not the same as Covid, there has reportedly been an increase in HMPV in the United Kingdom, which could have implications for overwhelming the national health service. The UK Covid inquiry showed that the Scottish Government was inadequately prepared for the Covid-19 pandemic and that there was not a sufficient level of urgency. Cabinet secretary, could you outline what steps the Government is taking—if Scotland were facing a looming pandemic tomorrow, for instance—to ensure that proper planning is put in place?

Cabinet secretary, we are aware of the Scottish local authorities remuneration committee’s recommendations, and there have been some discussions and updates. The last time that the committee was given an indication of the situation it was told that the Scottish Government had accepted the pay and boundary changes and that it was planning to lay regulations early this year to bring those changes into effect. It would be useful to have an update to confirm the position on that and the timing.

Good morning, minister. Looking at the targets and the funding strategies that we have had, I note that, between 2021-22 and 2023-24, only £575 million of the £1.3 billion for energy efficiency and the decarbonisation of buildings was spent. Why was that budget underspent by more than 40 per cent?
