On that cross-cutting issue, I will jump back to the islands plan. Will there be a focus in the budget document on how your spending plans across all portfolios will help to deliver the islands plan? You touched on that earlier.

Can I also clarify whether, in relation to the islands plan, you are ruling out longer-term funding allocations? Are you saying that those will not be possible in the future?
