Rural Affairs and Islands Committee

Agriculture and Rural Communities (Scotland) Bill: Stage 1

Meeting date: 6 December 2023

Finlay Carson

I am conscious of the time, but I would like to give all the witnesses the opportunity to raise anything about the bill or about the next steps that we take in developing agricultural policy. If there are any burning statements that you would like to make, the time to make them is now, before I bring the meeting to an end.

Are there any other final comments?

Everybody wants to comment on that. I will bring in Nigel Miller, Cathy Dwyer and David McKay, and then I will reassess.

I am sorry to be rude, but I do not think that that is within the scope of the bill, and we must be conscious that this meeting is about looking at the bill that is in front of us, what is or is not in it, what should be in it and what might come after. I do not think that aquaculture will form part of that. I know that the bill covers rural communities, but I do not think that we are at the stage of looking at that.

Who would like to kick off? Is no one going to have a go at that question?

I thought that you talked about “the life of the Parliament”. Would that not be multiyear funding?

And that money was subsequently taken out of the agriculture budget.

So last year it was removed—

—and the cabinet secretary has confirmed that it will be removed this year, too.

Okay.

Just to stick on this topic, I note that the financial framework includes a table entitled “CAP funding/Future Support Framework”, but it is unclear where that goes after 2027-28. That is not multiyear, so am I right in saying that there is still uncertainty over pillar 1 and pillar 2 payments after 2027-28?
