I come back to the £51,000 figure. It was certainly recognised during the pandemic that many businesses were losing out as a result of that figure and additional support—discretionary funding—was put in place as a result of that.

In last year’s budget, the Government promised the hospitality sector that it would review how we calculate business rates for it. We use turnover at the moment, and many believe that that is grossly unfair, as turnover has increased because costs have increased, but profit margins have gone down. Is it still the Government’s view that turnover is the most effective way to calculate business rates for the hospitality sector? If not, when will we see the outcome of that promised review?

Our next item of business is an evidence session on the Scottish Government’s 2025-26 budget, which was published on 4 December, along with the Government’s response to the committee’s pre-budget letter. I am pleased to welcome, from the Scottish Government, Kate Forbes, Deputy First Minister and Cabinet Secretary for Economy and Gaelic; Colin Cook, director of economic development; Marcus McPhillips, deputy director of the economic strategy and delivery unit; and Kathleen Swift, head of the DG economy finance unit.

As always, members and witnesses should keep questions and answers as concise as possible. I invite the Deputy First Minister to make a short opening statement.
