I thank our incredibly hard-working staff and my colleagues in the NHS and the Scottish Ambulance Service, who are working day in and day out to reduce delays and bring down waiting times. I am sure that Jackie Baillie will welcome the recent statistics that show that waiting times are coming down in Scotland. How will the First Minister’s announcement yesterday of additional funding for nine health boards further help with that?

This week, the Scottish National Party Government announced the largest-ever investment in general practitioner services in Scotland, through the provision of more than £500 million over the next three years to support recruitment. Latest national health service waiting list figures show that long waits are down for the fourth month in a row, while NHS activity is rising. Those tangible results show what happens when an SNP Scottish Government delivers for Scotland’s NHS. What steps is the SNP Government—[Interruption.]

Many constituents have contacted me regarding South Lanarkshire Council’s poor implementation of pavement parking prohibitions legislation. They tell me that, compared with other local authorities that have in place systems such as interactive maps of street assessments or clear accessible means to request an exemption, South Lanarkshire Council’s procedures and processes are opaque.
Fines have been handed out to my South Lanarkshire constituents since March, and, as I understand it, the street assessment process is still on-going—nearly two years on from when the council should have been able to enforce the ban. Does the cabinet secretary agree that local authorities must ensure that residents have full transparency over council practices and guidance on implementing Scottish Government legislation if those measures are to be enforced fairly and effectively?

SSI 2025/262 amends the list of designated sports grounds in schedule 1 to the Sports Grounds and Sporting Events (Designation) (Scotland) Order 2014 to reflect promotion to and relegation from the relevant levels of the Scottish football pyramid and any relevant stadium name changes. This is in the context of police powers in relation to alcohol-related and other controls at football matches.
The Delegated Powers and Law Reform Committee considered the instrument at its meeting on 30 September and made no recommendations in relation to it. No motion recommending annulment has so far been received in relation to the instrument.
If members have no comments, I propose that the committee does not make any recommendations in relation to the instrument. Are members content to note the instrument?

Our next agenda item is evidence taking from the Minister for Social Care and Mental Wellbeing as part of the committee’s inquiry into attention deficit hyperactivity disorder and autism pathways and support. I welcome the minister, Tom Arthur, who is joined by Gavin Gray, deputy director, Stephen McLeod, professional adviser, and Lynne Taylor, professional adviser, all from the Scottish Government’s mental health directorate.

What is the Scottish Government doing to tackle waiting times for a diagnosis? I hear what you are saying about the needs-based approach and the supports that can be put in for families and individuals while they are waiting for a diagnosis, but the committee has heard evidence that, for a lot of families and individuals, access to a diagnosis is key.
