Good morning, minister and officials. I wish to ask you about disqualification orders and the proposals that appear in the bill as drafted. For MSPs, the bill only prevents membership of the Parliament and is silent on nomination and candidacy, whereas the situation is different for local authorities. I would like to understand the reasons for the different approaches. Is consideration being given to the possibility that that might potentially give rise to vexatious candidacy in Scottish Parliament elections?

I also want to ask about another issue to do with disqualification. At present, someone who is disqualified from membership of the House of Commons is disqualified from membership of the Scottish Parliament. The bill appears to break that automatic link, and I want to understand the logic behind that thinking.
