Item 3 is consideration of subordinate legislation. There are two negative instruments for us to consider. The first instrument amends the National Health Service (Travelling Expenses and Remission of Charges) (Scotland) (No 2) Regulations 2003 to make free dental care available to people who are aged between 18 and 25 years. The second instrument amends the Milk and Healthy Snack Scheme (Scotland) Regulations 2021. Its aim is to clarify and address technical issues with the operation of the milk and healthy snack scheme.

The Delegated Powers and Law Reform Committee considered the two instruments, and both instruments were reported under reporting ground (j), for their failure to comply with the 28-day laying period. No motions to annul have been received in relation to the instruments.

Yes, that is correct—it was due to the pandemic.

I see that there are no other comments or questions. Therefore, I propose that the committee makes no recommendations in relation to these negative instruments. Does any member disagree?

At our next meeting on 14 September, the committee will hear from the Minister for Drugs Policy, Angela Constance, on her priorities for session 6. That concludes the public part of our meeting today.

Our second item is to decide whether to take items 3, 4 and 5 in private. Those items are: consideration of our approach to the Transvaginal Mesh Removal (Cost Reimbursement) (Scotland) Bill, pre-budget scrutiny and development of our work programme. Do members agree? I am just going to see whether we have Stephanie Callaghan back, so that she can make her declaration of interests. I am not seeing that she is here, so we might need to suspend briefly.
