Citizen Participation and Public Petitions Committee

Continued Petitions

Meeting date: 8 September 2021

David Torrance

The Scottish Government has made headway, but I agree with the recommendation made by the Public Petitions Committee in session 5 to bring in the Cabinet Secretary for Health and Social Care. We should see how much progress the Scottish Government has made and what it is doing to rectify the faults that have been flagged up in the system.

Like the convener, I think that we should keep the petitions open. We should write to the Cabinet Secretary for Net Zero, Energy and Transport to seek an update on the progress of strategic transport projects review 2 and request an indication of when phase 2 outcomes will be announced. We can also ask him about his views on the United Kingdom Government upgrading the road. I would like to wait until we get written submissions back to see whether we should go ahead with holding a round-table meeting.

On use of new technologies and platforms, what safeguards have been put in place to protect patient data?

Good morning, cabinet secretary.

In session 5, the Health and Sport Committee reported on the creation of a national digital platform and problems around data sharing. There has been a huge increase in use of technology. Before the pandemic, there were around 1,200 Near Me and video consultations per month; there are now 12,000 per week. What progress is being made on use of a single digital platform and on the problems around data sharing?

Earlier, you talked to Gillian Mackay about face-to-face consultations with GPs. Is there a guarantee that any individual who wants a face-to-face consultation with any part of the NHS can get one?

I am very sympathetic towards the petition and the taxi trade but, given that Transport Scotland will be engaging with stakeholders on how all the recommendations can be progressed, I would be quite happy to close the petition under rule 15.7 of standing orders. If the petitioner does not get satisfaction from the outcome of that engagement, they could bring the petition back to the committee.

In the light of the Scottish Government’s response, SEPA’s responsibilities for natural flood management and the lack of evidence, I would be happy to close the petition under rule 15.7 of the standing orders.

For the sake of consensus, I will say yes.

I think that we should write to the Scottish Government, asking whether it is possible for a non-CalMac fleet vessel to provide an all-year-round service from Campbeltown to Ardrossan.

I agree that we should keep the petition open. The issue affects rural communities more than any other. Before we do anything else on the petition, we will need to wait and see what is in the national planning framework when it is published. In the meantime, I would like us to write to all the relevant stakeholders to find their views on the petition. There is a whole list of stakeholders here: Heads of Planning Scotland, the Royal Town Planning Institute, Scottish Renewables, Planning Democracy and Planning Aid for Scotland.
