Good morning, minister. I have one question about energy security and I will then ask you about another area. Grangemouth was important for Scotland’s fuel security needs and supplied enough fuel to meet roughly 65 per cent of the fuel requirements for Scotland. As the site moves to being an import terminal, do you see those levels remaining at 65 per cent? Stanlow refinery is expanding, with a £500 million investment to handle increased demand, predominantly from Scotland. How do you see the future?

However, it is still a threat—if you threaten to remove it. If Ineos did not require the loan guarantee, it would not have asked for it, so you had leverage to get more out of Ineos than you currently have. Why did you not use that leverage? That £600 million loan guarantee was obviously required by Ineos to invest in Antwerp, but you have not done anything to get leverage from that to save jobs at Grangemouth.

The City of Edinburgh Council will see a £19 million increase in employer national insurance contributions because of the Labour Government’s decision to increase that jobs tax. Does the cabinet secretary agree that the Labour Government must act urgently and agree to fully fund the public purse for those additional costs, and will she join me in calling on Scottish Labour MSPs to stand up for Scotland and put pressure on their Westminster Labour colleagues to reverse that ill-thought-through decision that is impacting on the delivery of public services?

On your point about having to manage the process yourself, the DWP has just announced a consultation. If I understand correctly, there is a proposal to take the payments in-house, so that the parent without care would pay the maintenance money directly to the CMS, which would then pay it to the other parent. How effective would that be, given the issues that you raised?

What is the average timescale for the process and how satisfied are people with it, at the end of the day?
