Budget Scrutiny 2025-26

Meeting date: 9 January 2025

Neil Bibby

Yesterday, the Deputy First Minister announced a review of the indicators and outcomes in the national performance framework. The current national outcome for culture is that

“We are creative and our vibrant and diverse cultures are expressed and widely enjoyed.”

The national performance framework includes four indicators for culture which are

“attendance at cultural events or places of culture ... participation in a cultural activity ... growth in the arts, culture and creative economy ... people working in arts, culture and creative industries”

In the context of the budget announcement yesterday, do you believe that the indicators and outcomes are broadly correct? Do any of them need to be changed and is there anything that is not included in the indicators and outcomes for culture but should be included?

Thank you, convener. My question is related, and I just wanted to get your thoughts on two of the indicators, about attendance and participation. We have statistics from the Scottish household survey that show that attendance at cultural events and visiting places of culture in the past 12 months, including cinema, went from 81 per cent in 2018 to 76 per cent in 2023, which is a reduction of 5 per cent. Participation by year in cultural activities, including reading, was at 76 per cent in 2018 and 74 per cent in 2023. That is only a 2 per cent reduction in participation but a 5 per cent reduction in attendance. I think that that is significant.

I note Mr Turpin’s earlier answer about lower attendances in rural areas such as Dumfries and Galloway. To what extent are lower attendances an issue? What factors are at play there? Covid obviously resulted in venues closing, but to what extent has that had an impact on attendance figures, versus the valid points that Mr Turpin made?

Review of the EU-UK Trade and Co-operation Agreement

Meeting date: 12 December 2024

Neil Bibby

Good morning, Mr Bain and Mr Berman. We are talking about the review of the trade and co-operation agreement between the European Union and the United Kingdom, and you have set out areas for the United Kingdom Government to try to address with the European Union. Could you set out any areas where you think the Scottish Government could help businesses to navigate the new arrangements, particularly in relation to emerging sectors such as fintech or the creative industries, whether that involves information, guidance, resourcing or the skills agenda more generally? I realise that many of the key issues are for the UK Government to seek to address, but where can the Scottish Government assist businesses that work in the services industry?

I know that you have called on the Scottish Government to reform the procurement environment to create a more sustainable home market that values design and designers. Has the Government indicated whether it is looking at reform or is likely to look at reform in the areas that you mentioned?

Mr Harvie referenced RIAS’s submission and the evidence about what more the Scottish Government could do. I want to ask you about that.

You have highlighted a lack of support from organisations such as Scottish Enterprise and Architecture and Design Scotland. Following the budget announcement yesterday, I understand that the latter faced yet another budget cut, making it £700,000 worse off in real terms than it was two years ago. Presumably, that will make it more difficult to provide that support. I also understand that the Government has frozen funding for a profile-raising exercise.

It is our role to look at the trading relationship between the UK and the EU and at how the Scottish Government will help the sector to navigate that. Does the Scottish Government recognise the severity of the issues that you have raised on behalf of Scottish architects? Have you engaged with it on the points that you have raised in your submission?
