I just briefly want to observe that, if the spending limits were correct and proportionate before the rules and regulations about canvassing and campaigning changed, those limits surely need to be reviewed after the change. It is as simple as that—the limits cannot be right both in a pandemic and outwith one.

Overnight counting was not the norm as it has been in the past. Is that a good thing? Are there lessons to be learned from it regarding staffing and speeding up getting the results out, rather than delivering ballot boxes on slippery roads throughout Scotland in May? Should we do overnight counting or should we just delay it until the next day and make it easier and safer for staff and counters?

If a count is planned for the next day, it allows everyone to get their ducks in a row, so it can happen quickly. I have known an overnight count take until 11 o’clock the next morning in Highland. That is just dangerous for people who want to get home after at least 36 hours up and about.

In 2014, the crofting law sump report identified 17 high-priority areas, and the 2017 report on crofting by the Rural Economy and Connectivity Committee reinforced that. It proved difficult to action those reports. I have heard what the cabinet secretary has said today. Will she give an assurance that those areas will be dealt with by the end of 2022, or will she dither and delay as her predecessor did?

On a point of order, Presiding Officer. Today and yesterday, it has proved incredibly difficult to follow parliamentary business on the BlueJeans app, because it does not appear to work properly. It failed significantly this morning during the Standards, Procedures and Public Appointments Committee meeting, and I could hear only 40 per cent of today’s questions and answers—indeed, I did not hear the answer to the question that I raised.

Presiding Officer, could you help those of us who are unable to attend Parliament in person to follow parliamentary business by ensuring that the technology works for us? I regret to say that, at the moment, it does not.

The Covid pandemic has shown us how important our front-line NHS staff are. The First Minister has stressed that point this afternoon. The pressures that our front-line NHS staff face mean that we must protect their wellbeing and provide them with high-quality leadership. However, a recent survey suggests that bullying, even during the pandemic, remains a problem in NHS Highland. Last week, the First Minister’s Cabinet Secretary for Health and Social Care reneged on the Government’s promise to bring forward a debate on that issue in the Parliament. Does she support him? Is she happy with his breaking her Government’s promise?

That is interesting. Maybe I can just make a comment. Yesterday, I was doing a bit of research, as you would expect, and I looked at one person who for 31 years has sat on boards across Scotland. I think that the person has been on six or seven boards and currently chairs two. They would appear to be a serial board member. Tell me why you do not think there is a problem.

I definitely agree—I am not going to disagree—but I just want to make the general point that CPGs are a way to get people to involve themselves in the Scottish Parliament and what it does, so it is very difficult for us to ever say no to them. However, I am with Alexander Stewart on the need for a formulaic process that would allow them to continue, because it would be only in very exceptional circumstances that we would stop people engaging with the Parliament, which I think is our priority and the priority of all parliamentarians.

Are you aware of any circumstances in which somebody has not been approved by the committee that has interviewed them? One of the problems is that, because the committees are appointed and run on the d’Hondt system, there is a natural bias towards the Government, as you are aware. In the previous session of Parliament, the examples that I saw and took part in were perfunctory.
