I think that Liam Kerr might have some further questions on a slightly different subject, but before we come to those, I have a question for Jo Green on this subject. Sewage discharge is an interesting issue. Did SEPA lose all its records of every sewage discharge into a watercourse in Scotland? It collected that data, so do you have those records? If so, can you publish them, and do you monitor them?

I have twice met members of the maternity team at Raigmore. I listened to them—I really listened, cabinet secretary—and they are worried about the safety of mothers and babies. The £5 million that has been promised to Raigmore will rectify some of the 15 years of underinvestment, but it will not buy even one extra bed space. The cost of providing extra beds and additional staff for Moray mums might be double that or even more. Will the Scottish Government guarantee to provide whatever funds are required and get staff in place before—and I mean before—approving a move to option 4?

I have never disagreed with any of the cross-party groups—it would be a brave MSP who did so. However, I always like to put on record that the number of cross-party groups in the Parliament is huge, and I question in my mind whether all MSPs have enough time to meet all their cross-party group commitments. I will not vote against it—I will vote for it. However, I have that real concern, which might be borne out when you see the reports from the cross-party groups, when they come in—on time, possibly, although they do not always. I will leave that question hanging.

Having shared many discussions with Peter Chapman, I am always very conscious that there are different dialects. I will leave it there because, if I said anything out of turn, Peter would probably jump on me.

I ask the same question of everyone. There is a huge number of cross-party groups in the Parliament, and I know that each of you has commitments to those cross-party groups. In fact, I think that there are almost more cross-party groups than there are MSPs. I want to be sure in my mind that you both feel that you have enough time to give the group the attention that it so clearly deserves.

I thank the minister for taking into account some of the conversations that went on last night, and I am pleased to see that the amendment adds a level of reporting that was not seen before.

Will the minister explain why there is no requirement for the Government to explain in the report the costs of the implications to the Government, the Scottish people and landlords and tenants? There is a big improvement from the report simply having to prove that the proposal was proportionate and required, but will the minister explain why he is ignoring the costs? The financial memorandum says that the costs are somewhere between £3.5 million and £32.5 million. There seems to be rather a large gap of knowledge there.
