Long waits for A and E mean that more ambulances are clogged up with patients waiting to get into A and E. At the moment, the protocol is that doctors in emergency departments cannot treat patients in ambulances. If the cabinet secretary cannot solve the delays at A and E, will he look at allowing doctors to treat patients in ambulances, while they wait for the problem to be resolved?

I apologise profusely, Presiding Officer.
This is an interesting conversation. Would the member consider allowing gene editing in order to cure human diseases, while not allowing it in order to ensure that humans can be properly fed?

I refer members to my entry in the register of members’ interests: I have been part of a family farming partnership for more than 40 years.
Cabinet secretary, I welcome your statement, although it is woefully short on details. As you know, farmers plan years in advance and they need to know about subsidy payments being made in 2025 now, not tomorrow. Let us see whether we can get an answer to my question. Will you confirm that all farmers will have access to all the potential agrifarming funding that replaces the single farm payment scheme, and that some will not be excluded from all that funding because they are not in priority areas or they do not have priority habitats? In the interest of brevity, I will happily accept a yes or no answer, cabinet secretary.

On the A9 between Perth and Inverness, there are only two areas where compulsory purchase of land for dualling would be difficult—at Dunkeld and Aviemore. Therefore, if the Government wants to meet its target, surely it should get on with dualling the rest of the road and start compulsorily purchasing the land now, because otherwise it will remain a pipe dream.

Is it right to say that a dropped kerb in a parking bay, which has been put there to allow lorries to unload in a loading bay, could never be blocked without an exemption order being put in place?

Agenda item 8 is consideration of a petition. PE1866 is on introducing legislation to improve bus travel for wheelchair users.
I refer members to paper 6, which provides some background information and outlines possible options.
The petition, which was submitted by Daryl Cooper in May 2021, calls on the Scottish Parliament to urge the Scottish Government to introduce legislation to ensure that wheelchair users are able to face frontwards when travelling on a bus.
I invite views and comments from committee members on the petition and the options that have been set out in paragraph 13 of paper 6.

Once we have heard from other members, I will make a couple of suggestions.
