I draw members’ attention to my entry in the register of members’ interests. I am a private landlord, as well as the owner of my own house.
Renewable heating targets are important. When the Government is considering them, will it publish the estimated cost to the public purse of upgrading renewable heating in the public housing stock?

Agenda item 2 is choice of deputy convener. The purpose of the item is to appoint a new deputy convener to replace Fiona Hyslop, who has joined the Scottish Government. I have already thanked Fiona for her work, so I am not going to repeat those thanks, but I should say that on 15 June 2021, the Parliament by motion resolved that Scottish National Party MSPs are eligible to be deputy convener of the committee.
My first question is: do we have a nomination? Jackie, are you nominating yourself?

Good morning, everyone, and welcome to the 24th meeting in 2023 of the Net Zero, Energy and Transport Committee. We have received apologies today from Ash Regan.
I would like to welcome to the meeting Douglas Lumsden and Ben Macpherson, who are joining us for the first time as members of the committee. I would also, on behalf of the committee, like to express our thanks to Liam Kerr for his contribution to the committee’s work during the session. He always seemed to find a question to ask that was both quite pointed and to the point, and I think that we will miss that contribution.
As Douglas Lumsden and Ben Macpherson are joining us for the first time, our first item of business is to invite them to declare any relevant interests. Douglas, would you like to go first?

Does the committee agree to take in private item 4, which is consideration of the Scottish Government’s response relating to the Retained EU Law (Revocation and Reform) Act 2023, and item 5, which is consideration of Scottish Government correspondence regarding appointments to the Scottish Land Commission?

I remind the chamber of my entry in the register of members’ interests. I am a joint proprietor of an inshore fishery for migratory fish.
The statement is partially about protection, but a huge amount of it is about political deflection. Only this morning, I was reminded that the HPMA process has created confusion and anger across all coastal communities. There has been a lack of transparency and accountability, which featured as part of a recent Court of Session ruling on inshore fisheries and fishing licences. My question is simple: in 2018, recommendation 53 in the Rural Economy and Connectivity Committee’s report on salmon farming recommended moving salmon farms from inshore areas further out to sea to ensure that they did less damage to the coast. Will the cabinet secretary ensure that that is part of the process and that she does not forget that when she is taking the process forward?
