Meeting of the Parliament [Draft]

Portfolio Question Time

Meeting date: 18 February 2026

Edward Mountain

When they prepared that response, the minister’s bevy of civil servants added a word that I did not put in the question. I am not talking about the draft climate change plan; I am talking about the climate change plan that had a public consultation that closed at the end of January, and which the Climate Change Committee and the Net Zero, Energy and Transport Committee will respond to at the end of next week. The debate that will be held on 5 March will be on the draft plan, while the real plan—the completed plan—must be laid before Parliament by the end of March. Will the Parliament get a chance to debate that plan or will we just be fobbed off with the draft plan?

Topical Question Time

Meeting date: 17 February 2026

Edward Mountain

The lack of palliative care is keenly felt in rural areas, especially across the Highlands. Some people need to travel hundreds of miles to get palliative care and are often separated from their family. We heard on television the other night that the lack of palliative care might give those people no option but to opt for assisted dying. That is surely not the position that we want to be in.

: One of the criticisms that I have heard consistently is that getting through NatureScot’s licensing department is difficult. It is particularly slow and unresponsive. Is that a poor representation of it?

: Give me an example. Would that be for when Tesco or another supermarket applies for a licence to remove robins, or is it something more fundamental than that? Sorry, I meant to say removing robins from their stores.

Okay. Monica, I apologise if I have been unhelpful. I was trying to find something out. Back to you.
