I accept very much the point that you make, deputy convener. My view is that there should be a progression: the first time that you did something wrong, there would be a fine of a certain level, but that would increase the second time and again the third time. If you have reached the third time, the level of the fine probably would be £40,000. Therefore, it would be an iterative approach, as the fine of £5,000 was in the original legislation, so I—
