I resume the meeting. I remind people who might have just joined us that we are on stage 2 of the Land Reform (Scotland) Bill.

We will now deal with the group of amendments on offers to buy and compensation. Amendment 450, in the name of Tim Eagle, is grouped with amendments 451 to 456, 164 and 462. I call Tim Eagle to move amendment 450 and speak to the other amendments in the group.

As Mr Eagle mentioned the Royal Institution of Chartered Surveyors, I should make it clear that I was a member of that organisation, although I am now officially classed as retired, so I get no benefit from it.

Now we have that on the record; maybe the prompt was useful. Thank you, Mr Eagle.

I turn to the cabinet secretary for her remarks.

I have some sympathy with amendment 484, because I believe that it is trying to stop land banking in urban areas. Unfortunately, I do not think that this bill is the right place to do that. As you well know, given that it is the point that you are making, a landowner could just develop a car park on vacant land and not develop the rest of it, if that were feasible. My question is: how would you make amendment 484 fit for purpose? At the moment, I do not see that it is.
