I have some sympathy with amendment 484, because I believe that it is trying to stop land banking in urban areas. Unfortunately, I do not think that this bill is the right place to do that. As you well know, given that it is the point that you are making, a landowner could just develop a car park on vacant land and not develop the rest of it, if that were feasible. My question is: how would you make amendment 484 fit for purpose? At the moment, I do not see that it is.
