There are three questions to be put as a result of today’s business.
The first question is, that amendment S6M-20815.1, in the name of Sue Webber, which seeks to amend motion S6M-20815, in the name of Katy Clark, on the Freedom of Information Reform (Scotland) Bill at stage 1, be agreed to. Are we agreed?
Members: No.

As members will be aware, I am required under standing orders to decide whether, in my view, any provision of the bill relates to a protected subject matter—that is, whether it modifies the electoral system and franchise for Scottish parliamentary elections. In the case of the Children (Withdrawal from Religious Education and Amendment of UNCRC Compatibility Duty) (Scotland) Bill, in my view, no provision relates to a protected subject matter. Therefore, the bill does not require a supermajority to be passed at stage 3.

Thank you, Mr Whitfield. I have not been approached. It is for the Cabinet Secretary for Education and Skills to provide her views on the matter that you raise. As you are aware, rule 9.8.6 states:
“At the beginning of the debate on the motion that the Bill be passed, the member in charge of the Bill may by motion propose that such part of the Bill as may be specified in the motion … be referred back to committee for further Stage 2 consideration.”

The next item of business is a debate on motion S6M-20813, in the name of Jenny Gilruth, on the Children (Withdrawal from Religious Education and Amendment of UNCRC Compatibility Duty) (Scotland) Bill at stage 3. I would be grateful if those members who wish to speak in the debate would press their request-to-speak button now.
