The member will not vote, because the member has been asked to leave the chamber. The member is refusing to do so. The member was given every warning that I was very keen that he should remain and carry on joining in the day’s proceedings, but the member decided that that was not appropriate. It is extremely important that I protect the rights of all members equally across the chamber; therefore we cannot have on-going disruption.
